Overview
Performs responsible administrative support and data entry tasks in the assessment of motor vehicle records. An employee in this class performs a variety of processes in order to assess the value of licensed motor vehicles and prepares tax scrolls for billing. Work includes valuing, situsing, making adjustments to motor vehicle tax assessments and entering information into a computerized database. Work also involves maintaining a variety of financial and tax related records and preparing reports.
The employee also assists the general public by answering questions about motor vehicle taxes and bills, assisting businesses and individuals to list real and personal property taxes and providing information on listing procedures. Accuracy is required in making calculations and in entering data into the computer. Some independent judgment and initiative must be exercised within limits of prescribed policies. Public contact requires tact, courtesy and diplomacy in dealing with complaints and assessment appeals.
Work is performed under the supervision of the Tax Listing Supervisor and is evaluated by observation, use of records, timeliness of work performed and annual performance evaluations.
- Imports North Carolina Department of Motor Vehicles records for vehicle license renewals and new vehicle data on a monthly basis; crosschecks and deletes duplicate information; sits vehicles, entering location codes by taxing jurisdictions within the County; enters data into a computerized database.
- Reviews records to ensure customers are taxed in the correct tax district.
- Adjusts tax bills as a result of vehicle sales; processes refunds; processes refunds out of two different systems; creates amended bills for vehicles with tag expiration of one year.
- Reviews and makes decisions concerning appeals of vehicle valuations; meets with taxpayers after motor vehicle tax bills are sent; reviews requests for adjustments or releases of taxes; prorates, releases or refunds taxes based on proof; researches problems in records and reconciles; works closely with DMV staff to address issues; researches antiques, RVs and trailers, incorrect tax districts; checks to ensure military and church vehicles are assessed by the state;
collaborates with supervisor on valuation appeals or controversial issues and valuation problems as needed. - Prepares tax scrolls, levies, accounts receivable and refund reports.
- Creates and maintains a variety of files and records, composes and sends confidential correspondence relating to motor vehicle tax listings and bills.
- Handles and processes public inquiries about tax assessment issues; answers questions from owners about values applied and assists the public to list real and personal property as needed.
- Performs related duties as required.
- Considerable knowledge of accepted practices, methods and procedures in listing real and personal property and evaluation of personal property, specifically motor vehicles.
- Considerable knowledge of modern office practices and procedures including computer operations and applications related to valuing motor vehicles and financial reporting.
- Working knowledge of State laws and County policies and procedures governing the assessment and evaluation of real and personal property.
- Working knowledge of the operations, functions and procedures of the County Tax Department and interrelationships of the assessment, listing, billing and collections processes.
- Working knowledge of tax billing procedures.
- Skill in collaborative conflict resolution and customer service excellence.
- Ability to work accurately with data and figures, accurately perform mathematical calculations required in tax listing and prepare required reports.
- Ability to interpret pricing guidelines and apply judgment to appeals and problem-solving.
- Ability to analyze factors influencing the value of motor vehicles and exercise judgment in the determination of values.
- Ability to communicate effectively in oral and written forms and to exercise tact, courtesy and diplomacy in communicating technical information and processes with difficult customers.
- Ability to interpret and explain policies, processes and procedures and to handle sensitive and controversial tax appeals.
- Ability to develop and maintain effective working relationships with County officials, supervisors, coworkers, attorneys and the general public.
Graduation from high school supplemented by coursework in billing or collections and/or customer service including considerable experience with office technology; prefer experience working with tax listing or collections; or an equivalent combination of education and experience.
