The Employment Services Worker assists participants enrolled in the CalWORKs Welfare-to-Work and Cal Fresh Employment and Training programs (CFET) to help them obtain employment and training, increase their income, and remove barriers to self‑sufficiency. The Employment Services Worker will work with clients to develop mutually agreed upon case management and employment and training plans. This position requires incumbents to apply program regulations and procedures;
determine and provide appropriate case management interventions and career development support by assessing strengths, skills, employment history, and barriers that interfere with securing employment; identify needs for services and make appropriate referrals; collaborate with partner agencies, social service providers, education and training providers, and employers; use an automated system to maintain and monitor participants' records and generate reports; document and track participants’ progress;
utilize motivational and interactive interviewing skills to identify and address barriers and assist customers in reaching their goals; may assist clients with obtaining necessary documents and information to apply for public assistance benefits and perform related work as required.
This recruitment is being conducted to fill one full‑time vacancy. The list established by this recruitment may also be used to fill future full‑time, part‑time, limited‑term, and extra help vacancies for up to one year.
This position is bilingual Spanish and requires the ability to speak, read and write Spanish.
Memorandum of Understanding (MOU) Agreed Salary Increases and Winter Time Off:- 3.5% COLA increase effective 7/1/2026

POSITION REQUIREMENTSExperience and Education Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
Option I Experience:
At least 1 year of experience providing employment counseling or social work services.
AND Education:
Completion of a Bachelor's degree from an accredited college or university in the behavioral sciences such as psychology, social work, sociology, counseling or a related field.
Option II Experience:
At least 2 years of experience providing employment counseling or social work services.
AND Education:
Completion of 60 semester units or 90 quarter units at an accredited college including at least 18 semester or 24 quarter units in sociology, psychology, counseling, social work, or other related fields.
Option III Experience:
At least 3 years of experience as a Napa County Eligibility Worker I/II or comparable County classification working with this population. AND Education: Completion of 60 semester units or 90 quarter units at an accredited college including at least 18 semester or 24 quarter units in sociology, psychology, counseling, social work, or other related fields (Napa County Eligibility Worker I/II or comparable County classification experience can be substituted on a year‑for‑year basis for the education requirement).
