Staff Services Manager – Behavioral Health Division

Napa County Health and Human Services Agency (HHSA) Behavioral Health Division is seeking a collaborative Staff Services Manager to lead a team of analysts and administrative staff supporting Behavioral Health Managed Care operations. The role manages required reporting, strengthens day‑to‑day operational workflows, and produces clear, reliable data to support compliance, planning, leadership decision‑making, and alignment with NCQA accreditation standards.

Reporting & Data
  • Manage Behavioral Health data and reporting for the MHP and DMC‑ODS, including required state and federal submissions (e.g., CSI, CalOMS, BH‑CONNECT, 274).
  • Prepare and submit Behavioral Health Individual Service Level (ISL) reports, including tracking deadlines, maintaining reporting tools and quality checks (required fields, codes, program lists), resolving data issues, and responding to DHCS questions in coordination with programs, the QAPI team, and Fiscal.
  • Build and maintain tracking tools to support major Behavioral Health initiatives such as BHSA, CalAIM, and BH‑CONNECT.
  • Review service and utilization data to identify trends in access, productivity, and revenue, and translate findings into short, clear summaries for leadership.
  • Coordinate with HHSA Epidemiology and Data teams to align reporting practices and support Strategic Plan tracking and HHSA performance measures.
  • Partner with QAPI on audits, monitoring activities, corrective actions, and performance improvement work by providing data, analysis, and follow‑up reporting.
Administrative Operations
  • Oversee and support front‑office and client‑facing administrative functions, including intake coordination, front desk coverage, appointment scheduling, reminder calls, and related day‑to‑day tasks.
  • Improve consistency and workflow across intake and front‑desk functions while providing hands‑on support and clear guidance to the administrative staff performing this work.
  • Maintain accuracy of member‑ and provider‑facing materials, including the Member Handbook, Provider Directory, and Behavioral Health website content.
Memorandum of Understanding (MOU) Salary and Time Off
  • 3.5% COLA increase effective 7/1/2026
  • 32 hours of Winter Time Off
Position Requirements

Experience: Four years of increasingly responsible experience in a staff services function performing duties involving administration, management, personnel, fiscal analysis, staff development, or data processing including two years of related project management, administrative, and supervisory responsibility.

Education: A Bachelor's degree from an accredited college or university with major coursework in business administration, public administration, accounting, local government, systems analysis, personnel, or a related field.

License or Certificate: Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.
