Position: Materials Diversion Analyst (Promotional)

Overview

This is an internal promotional recruitment, only open to City of Napa full-time classified employees.

The Materials Diversion Analyst, reporting to the Materials Diversion Administrator, plays a key leadership role in advancing the City’s waste reduction, recycling, and sustainability goals. This position performs a broad range of professional, analytical, administrative, and supervisory work in support of the City’s Integrated Waste Management Program. The Analyst manages and evaluates materials diversion programs; conducts regulatory, operational, and performance analysis;

supports contract and grant administration; and assists with program budgeting and reporting.

In addition, the Materials Diversion Analyst provides direct leadership and oversight of the Scale House Team and the Solid Waste and Recycling Team. This includes supervising and coordinating the work of assigned full-time and part-time staff such as Scale House Supervisor, Scale House Attendants, Waste Prevention Specialists, and a Utilities Program Compliance Coordinator. In this leadership capacity, the Analyst plans and directs daily operations, leads program implementation efforts, provides guidance and technical direction, evaluates performance, and fosters collaboration to ensure regulatory compliance, operational efficiency, and high-quality service delivery.

The position requires independent judgment, strong analytical skills, and the ability to interpret and apply complex regulatory requirements in a dynamic environment.

In this role, the Materials Diversion Analyst works directly with residents, businesses, schools, haulers, and government agencies to maximize the diversion of solid waste from landfills and ensure compliance with state and local regulations, including AB 939 and SB 1383. The Analyst develops reports, policies, and recommendations; tracks and analyzes diversion data; supports public education and outreach efforts; and serves as a technical resource on waste reduction and recycling legislation.
