Position Summary

The principal functions include planning, reviewing, training, and evaluating Utility Technicians in all aspects of water meter operation and maintenance to ensure compliance with established policies, procedures, and regulations. The employee works under the supervision of the Business Manager I but exercises independent judgment and initiative. Responsibilities include overseeing, assigning, scheduling, and evaluating Utility Technicians and maintaining effective relationships with billing staff, city officials, regulatory agencies, vendors, contractors, developers, and the public.

Functions
  • Plan, lead, and evaluate the work of assigned personnel, including interviewing for new or vacant positions, monitoring schedules, providing direction, disciplining as required, managing conflict, terminating employees, and rewarding performance.
  • Provide overall view of upcoming and in-progress projects, goals, standards, and practices to city officials and the public.
  • Read meters and make accurate consumption records.
  • Ensure efficient operation of meters, performing routine maintenance and repairs, proofing readings, and checking for leaks.
  • Monitor meter conditions and report deficiencies, including replacing meters and damaged components.
  • Lead and oversee training in repair and maintenance of meters in the field and bench work.
  • Respond to service orders, including turning meters on/off for moves or emergencies, shutting off services due to non-payment, and related duties.
  • Handle customer questions and concerns promptly.
  • Manage installation of replacement and new meters.
  • Run reports in Aclara for flow, leaks, etc., and perform error (RF) checks.
  • Be available for after‑hours calls if needed.
  • Perform additional duties as assigned.
  • Provide instruction and demonstrations on work tasks to new and current employees.
  • Attend meetings, conferences, workshops, and training sessions; review publications and audiovisual materials to stay current on practices.
  • Keep supervisors and others informed about work progress and potential issues.
  • Respond to citizen inquiries courteously and timely.
  • Coordinate with others to maximize interdepartmental effectiveness.
  • Maintain punctuality and meet performance, attendance, and deadline requirements.
  • Communicate information and concerns clearly and professionally.

Required Education, Experience, & Licenses
  • Education:

    High School Graduate or GED (required).
  • Experience:

    4+ years in maintenance or equivalent combination of experience and training.
