Position Summary
Reporting to the Vice President of Power Delivery, this position serves as a hands‑on manager responsible for overseeing NERC compliance, regulatory reporting, and technical compliance activities related to ETEC’s transmission system and generation assets. This role ensures reliable and compliant operations, while delivering high‑value service to ETEC members. Duties require close communication and coordination with the Manager of Transmission Services, Manager of IT Systems, and generation asset managers.
Roleand Responsibilities
- Lead, maintain, and manage compliance program for transmission and generation assets in accordance with applicable standards.
- Provide compliance and regulatory support to all ETEC facilities and member cooperatives, including interconnections and required regulatory reporting.
- Assist with transmission operational and planning studies.
- Coordinate and/or lead the quality assurance and quality control (QA/QC) process related to the ETEC compliance program.
- Supervise and coordinate contractors responsible for compliance activities, generation interconnections, project origination, project closeout, and interconnection agreements.
- Coordinate with member cooperatives, owner engineers, contractors, and external resources.
- Review the operation and maintenance of ETEC owned transmission and station facilities in accordance with all applicable standards and regulations as well as good utility practices.
- Leveraging technical experience and expertise while working in close coordination with subject matter experts, to manage, and execute the engineering and compliance components of transmission projects.
- Developing and implementing a member service plan for the compliance of transmission assets and projects.
- Develop RFPs, SOWs, and technical specifications ensuring project completion and compliance.
- Support technical aspects of project scope, schedule, and budget, including proposal development, work breakdown structures, progress tracking, risk assessment and mitigation, change management, and schedule management.
- Perform quality checks and/or reviews of NERC compliance for transmission and substation assets.
- Maintain coordination with the entities developing and implementing various FERC and NERC Reliability Standards.
- Participate in development of the department budget and monitor expenditures throughout the year; perform cost‑benefit analyses and recommend equipment upgrades, repairs, or system improvements.
- Analyze the effectiveness of ETEC’s compliance program and recommend process, procedural, or system improvements to enhance efficiency, reliability, and cost control.
- Maintain technical expertise through ongoing professional development, training, and participation in industry seminars.
- Performs other duties as assigned.
- Minimum of 10 years of experience in compliance and transmission.
- Bachelor’s degree required; equivalent professional experience may be considered in lieu of a degree.
- Strong working knowledge of electric utility operations, regulatory compliance, and industry standards.
- Demonstrated leadership experience in management or senior level role.
- Proven project and performance management experience.
- High level of judgment, analytic ability, and problem‑solving skills.
Skills and abilities
- Master’s degree.
- Advanced training or certifications related to compliance or NERC standards.
- Ability to act on and be held accountable for decisions.
- Ability to provide weekly project updates and monthly board reports.
- Demonstrated ability to influence stakeholders and lead through complex regulatory and operational challenges.
- Ability to manage multiple projects and resources with varying scopes and timelines.
- Advanced analytical and technological skills.
- Ability to demonstrate an understanding of the business marketplace, anticipates strategic risks and develop appropriate contingencies and manageable action steps.
- Strong member service focus, professionalism, and positive attitude.
- Ability to travel, including overnight travel.
