Position: Medical Records Administrator (Assistant Chief (ACHIM))

Overview

The Eastern Oklahoma VA Healthcare System is currently recruiting one Medical Records Administrator (Assistant Chief (ACHIM)) to provide care to our Veterans as part of the Business Office in Muskogee, Oklahoma.

Qualifications
  • United States Citizenship:
    Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy

  • MRAs must be proficient in spoken and written English

  • Education or

    Experience:

    Experience
    • Three years of creditable experience in the field of medical records that included the preparation, maintenance, and management of health records and health information systems demonstrating a knowledge of medical terminology, medical records procedures, medical coding, or medical, administrative, and legal requirements of health care delivery systems
    • OR
      - Education:

      Successful completion of a bachelor’s degree or higher from an accredited college or university recognized by the U.S. Department of Education - with a major field of study in health information management - or a related degree with a minimum of 24 semester hours in health information management or health information technology
    • OR - Experience/Education Combination:
      Equivalent combinations of experience and education to meet 100 percent of basic requirements
    • For example: two years above high school with 12 semester hours in health information technology/health information management, plus one year and six months of creditable experience in health records and health information systems
  • Certification:
    Persons hired or reassigned to MRA positions in the GS-0669 series must meet one of the following:
    • Coding Certification through AHIMA or AAPC
    • OR - HIM Certification through AHIMA
    • OR - Health Data Analyst Certification through AHIMA
  • NOTE:

    HIMs Certification is required for all positions above the full performance level
  • Grandfathering:
    May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard (only applicable to current VHA employees in this occupation who meet criteria)

    Experience:

    One year of creditable experience at the next lower grade level demonstrating KSAs described at that level
  • AND Certification: HIM Certification is required for this level
  • AND Demonstrated Knowledge, Skills, and Abilities:
    Skill in managing projects and processes; ability to advise management on health information management practices; ability to plan and evaluate HIP processes; ability to ensure compliance with legal, ethical, and regulatory guidelines; ability to manage resources
  • Ability to provide supervisory duties, including assignment of work, performance evaluations, staff selection, and recommendations for awards, advancements, and disciplinary actions

Duties
  • Total Rewards of a Allied Health Professional Serves as the Assistant Chief of Health Information Management (ACHIM) in a medical facility of high complexity (level
    1) with responsibility for the supervision of all HIM functions
  • Charged with full responsibility for the daily operation of the HIM department, including medical coding, clinical documentation integrity, health record documentation analysis, transcription/speech recognition, release of information, file room, scanning and indexing, and health information exchange
  • Provide full assistance to the Chief of Health Information Management (CHIM) and supervise/coordinate administrative support, coordination, and technical assistance in the planning, development, and maintenance of an effective HIM program
  • Assist the CHIM in planning, directing, policy making, organizing, and controlling HIM activities and serve as acting CHIM in the CHIM’s absence
  • Share responsibility with the CHIM for collecting and processing data for reports, surveys, and research projects; prepare reports and recommendations for review by the Chief, Business Office, and upper management
  • Recommend equipment and staffing needs; prepare and update policies, standard operating procedures, and training guides
  • Assist physicians and other health professionals in obtaining health record information for research projects; advise on data availability, access, and uses while protecting confidentiality
  • Screen, abstract, and tally data from health records and computer-generated reports; serve as a consultant for researchers on health information methods
  • Assist in retrospective health record review/data abstraction to support Quality Management data collection
  • Conduct audits and monitor all areas of responsibility to ensure accurate and timely data processing
