Oman Commercial Arbitration Centre (OCAC) was established by Royal Decree no. 26/2018 to provide services for resolving local and international commercial disputes. The Center specializes in arbitration, mediation, conciliation, and other forms of alternative dispute resolution. Committed to excellence, OCAC offers impartial and efficient mechanisms to address business disputes, supporting the growth of commerce and industry. Located in Muscat, the Center promotes a fair and transparent approach to conflict resolution.

Role Description

The IT Specialist is responsible for managing, maintaining, and advancing OAC's entire technology infrastructure. This role is central to delivering OAC's Digital Transformation Roadmap, including the implementation of the AI-assisted Case Management System, the organisation's ERP platform, the Learning Management System (LMS), and the corporate website. The IT Specialist ensures that all digital systems are secure, reliable, and continuously improved to support OAC's operational and strategic objectives.

Responsibilities
  • Manage and maintain all IT infrastructure, including servers, networks, hardware, and software systems.
  • Administer and provide technical support for Microsoft 365 (Teams, SharePoint, Outlook, One Drive) and lead the implementation, configuration, and go-live of the AI-assisted Case Management System (target: Q4 2026), coordinating with the vendor and internal stakeholders.
  • Support the development and maintenance of the ERP platform (Phase
    2), ensuring integration with financial and HR systems.
  • Manage and maintain the OAC corporate website, including updates, security patches, bilingual content management, and SEO optimisation.
  • Oversee and support the deployment and management of the Learning Management System (LMS) for online training programme delivery.
  • Ensure the security, integrity, and confidentiality of all digital data, including case files, financial records, and personal data in compliance with Oman's data protection regulations.
  • Set up and manage virtual hearing platforms (Zoom, Teams) and provide technical support during online and hybrid arbitration hearings.
  • Conduct regular system backups, disaster recovery testing, and maintain a business continuity plan for critical systems.
  • Manage IT vendor and service provider relationships, including negotiating contracts and monitoring SLAs.
  • Provide first-line IT helpdesk support and technical training to all OAC staff.
  • Evaluate, recommend, and procure IT hardware and software in line with budget and operational requirements.
  • Maintain accurate IT asset registers, software licensing records, and system documentation.
  • Stay current with cybersecurity threats, implement appropriate controls, and conduct staff awareness training.
  • Contribute to the development of IT policies, procedures, and standards aligned with best practices.
Qualifications
  • Bachelor's degree in Information Technology, Computer Science, Computer Engineering, or a closely related field.
  • Minimum 4–6 years of IT experience, with a demonstrated track record of managing enterprise IT systems in a professional services or institutional environment.
  • Proven hands‑on experience with Microsoft 365 administration, Azure cloud services, and enterprise system management.
  • Experience with case management, document management, or legal technology systems is highly desirable.
  • Knowledge of cybersecurity frameworks (ISO 27001, NIST) and data protection principles.
  • Experience with website administration (CMS platforms such as Word Press), SEO, and digital content management.
  • Familiarity with LMS platforms (Moodle, Talent

    LMS, or equivalent).
  • Strong problem‑solving and analytical skills with the ability to diagnose and resolve technical issues rapidly.
  • Excellent communication skills in English; proficiency in Arabic is preferred.
  • Professional certifications (Microsoft Certified, CompTIA, ITIL, or equivalent) are an advantage.
