Purpose of Job

Performs professional and technical engineering work assisting in the design and maintenance of water distribution and treatment systems and wastewater collection and treatment systems.

Job Duties
  • Plans and designs water treatment, water distribution, and wastewater collection and wastewater treatment systems under the direction of the utility director.
  • Calculates the optimum operating parameters for operation of water systems and wastewater collection systems to ensure compliance with all rules and regulations.
  • Meets with contractors, builders, and owners in planning the design of water and wastewater services for their projects.
  • Assists in overseeing the maintenance, modification, and repair of key components of the water treatment and distribution systems and wastewater collection and treatment systems.
  • Assists in the design of system extensions to be incorporated into the existing systems.
  • Provides technical assistance to department on all system design-related and engineering matters.
  • Utilizes computer-aided water and wastewater systems and associated software for design of the water and wastewater systems.
  • Serves as technical liaison to consulting firms performing design and study work for the department and the city.

  • Works with director to maintain compliance with EPA rules and regulations, along with the associated documentation and recordkeeping.
  • Must be able to learn and utilize Watercad and Watergems to simulate the operations of a computerized hydraulic model.
  • Must be able to learn and utilize Sanitary and Sewer Analysis software for wastewater hydraulic computer modeling.

  • Maintaining a working knowledge of all facets of water and wastewater utility operations.
  • Adjusting to diversity of engineering competencies necessary to function at a small utility.
  • Coordinating with other city departments and contractors to meet design and construction deadlines.

  • Personal computer with CADD system, tablet, associated engineering application software.
  • Employee will operate an automobile and/or truck with a two-way radio.
  • Key Competencies Required
  • Knowledge of the theories, principles, practices, and techniques of civil engineering with an emphasis in water or wastewater systems preferred.
  • Knowledge of materials and methods used in construction and maintenance of water treatment, water distribution, wastewater collection and wastewater treatment systems.
  • Knowledge of Tennessee Department of Environment and Conservation Rules and Regulations.
  • Ability to interpret and analyze Tennessee Department of Transportation plans in order to design systems accordingly within the applicable rules and regulations.
  • Ability to make decisions quickly and in accordance with city, state, and departmental policies.
  • Ability to estimate costs for various engineering projects.
  • Ability to design a water or wastewater project.
  • Ability to understand and follow oral and written instructions.
  • Ability to read and interpret plans, specifications, and blueprints.
  • Ability to express ideas clearly, concisely, and convincingly, both orally and in writing.
  • Ability to use the required surveying and drafting equipment and software.
  • Ability to establish and maintain effective working relationships with City employees and the general public.
  • Physical Demands and Work Environment
  • Employee will work both indoors and outdoors and will sit, stand, stoop, walk, and lift light and heavy objects (more than 25 pounds).
  • Qualifications

    Education and Experience: Graduation from a four-year college with Bachelor’s Degree in Civil or Environmental Engineering or Engineering Technology (ABET) required. Some practical experience in public water and wastewater systems preferred; or any equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities.

    Required Certifications/Licenses: Must possess a valid driver’s license issued by the State of Tennessee. Must pass a drug screen and physical examination based on the essential functions of the job given by the city’s designated physician.

    Candidate will perform engineering work under the direction of the utility director (P.E.) which will qualify as progressive engineering experience toward an EIT or P.E. license. Upon receiving licensure as a P.E., the incumbent will be eligible to transition to the position of System Engineer at a higher compensation classification.
