Job Summary
Under the direction of the Surface Water Program Manager, provides technical assistance and expertise to implement programs to meet Stormwater Comprehensive Plan objectives, including City compliance with current NPDES (National Pollution Discharge Elimination Systems) Phase II Stormwater Permit. Performs development review and field inspection tasks related to stormwater programs.
Examples of Work Performed- Conducts and documents inspections for Source Control program, following NPDES Permit requirements.
- Provides technical assistance to local businesses for source control program.
- Coordinates support for technical assistance and outreach inspections to small businesses through Snohomish County Health District, or other partners.
- Conducts inspections of private stormwater facility development projects, assuring applicant follows approved plans.
- Performs site inspections of private storm drainage systems on commercial, multi family and private properties, including scheduled inspection work and follow-up.
- Reviews and provides thorough analysis of stormwater development plans for conformance to City, State, and Federal codes and regulations. Communicates with project applicants regarding stormwater requirements for development.
- Responds to pollutant spills for source tracing, identification, containment, enforcement of clean-up, enforcement notices, and educating the public.
- Identifies and investigates sources of pollutants entering the storm and surface water drainage system; educates property owners and enforces elimination of pollutant sources through appropriate fixes; communicates extensively with customers and monitor improvements to ensure effectiveness.
- Conducts thorough and complete research and analysis for staff reports or preparation of code enforcement.
- Provides support and assists with training to City staff on illicit discharge detection and elimination.
- Research private/public storm drainage systems. Advise and educate property owners on drainage and surface water quality issues; troubleshoot problems and recommend solutions.
- Coordinates with agencies at all levels on issues including, but not limited to, public health, spills, water quality, and dangerous waste.
- Supports the Utility's inspection and asset management programs, including ongoing pipe inspections, as needed.
- Assists GIS with mapping and field ground-truthing of stormwater facilities.
- Keeps supervisor informed of problems, progress, and emerging issues.
- Regular attendance and ability to work scheduled hours.
- Perform field work as required.
- Perform other duties as assigned.

Knowledge of:
- Stormwater Best Management Practices
- Modern principles, techniques and theories of surface water management and control
- Federal, State and local water quality standards, regulations and guidelines
- Pollution sources and pollutants pertaining to surface water
Skills and Abilities:
- Effective methods for organizing and utilizing data and equipment
- Correct English usage, grammar, spelling, punctuation, and vocabulary

Requires the ability to work outdoors in all types of weather. Requires ability to operate a motor vehicle.
The employee must regularly lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
The noise level in the work environment is usually moderate.
