Location: Mt Vernon

This is professional and technical accounting work in auditing and analyzing financial transactions. Work involves the stop payment of lost, missing, false, or incorrect checks issued. Work is performed independently under the supervision of a higher-level officer or director. The decisions of unusual cases are discussed with supervisor.

DUTIES (NOT ALL INCLUSIVE):
  • Analyzes and reviews technical reports on the financial and legal aspects of bonds issued and bond resolutions.
  • Prepares comprehensive reports on cash in bank, interest earned on government certificates of deposits and other investments.
  • Records daily accounts in ledger books for research or avoiding double payments by the government.
  • Posts entries into check register ledger for lost, stale dated, forged, validated and deceased checks using FMS.
  • Verifies documents and information concerning lost, missing, false, or incorrect printed checks.
  • Prepares MDV's, DTM's, Affidavits and other documents to be processed that corrected checks can be issued.
  • Type's information on MDV's, DTM's, and checks.
  • Communicates with agencies, vendors, and the general public the results of the information researched.
  • Maintains files for all documents, which includes stop payment of checks and the reissued checks.
  • Verifies collateral reports from the Federal Reserve Bank and other designated custodians confirming security lodged by depositors.
  • Maintains accounting records of all bond proceeds (including funds in escrow and interest earned).
  • Reconciles the accounting records against records of deposits.
QUALIFICATIONS:
  • Bachelor of Arts Degree in Business Administration or any closely related field, which includes fifteen (15) credits in accounting and three (3) years of accounting experience, one (1) of which must have been as an Accountant II or a related capacity.
  • Associate's Degree in Business Administration or any closely related field, including fifteen (15) credits in accounting and five (5) years accounting experience, two of which must have been as an accountant II or a related capacity.
  • Substitution of appropriate accounting experience may be made on a one-to-one ratio, provided that such substitution does not go below the twelfth grade and includes the required fifteen (15) credits in accounting.
KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of the principles and practices of bond issuance.
  • Knowledge of generally accepted auditing and accounting principles and procedures.
  • Knowledge of basic computer operations.
  • Knowledge of department policies, rules, regulations and procedures.
  • Knowledge of codes used in keying information into the FMS.
  • Skills in the operation of office machines.
  • Ability to communicate effectively with all persons contacted during the course of work.
  • Ability to solve technical financial problems and provide solution.
  • Ability to read and write technical reports and follow oral and written instructions.
  • Ability to operate office machines.
SUPERVISORY CONTROLS:

The employee performs independently in making decisions but consults with the director or a higher-level supervisor before initiating or implementing major changes.

GUIDELINES:

Guidelines includes Government Operating Manual, rules, laws and regulations of the V.I. Code as it pertains to the reporting of lost, incorrect and false checks.

COMPLEXITY:

Duties are sometimes complex in nature, and high level of discretion is needed. Work is independently performed and generally reviewed upon completion.

SCOPE AND EFFECT:

The purpose of this position is to research or verify documents involving lost, missing, incorrect checks, and place stop payments when necessary. Reissues corrected checks.

PERSONAL CONTACTS:

Contacts are with employees within the agency as well as outside agencies.

PURPOSE OF CONTACTS:

Contacts are made to obtain and provide proper information in regards to matters relevant to the position.

PHYSICAL DEMANDS:

Work requires moderate to heavy physical effort; lifting of heavy boxes, pushing, pulling and climbing steps.

WORK ENVIRONMENT:

Work is performed in an office, however some disagreeable conditions exist such as cramped space, poor lighting, and unpleasant odor, lifting or pulling boxes and climbing steps.
