Job SummaryThe Chief Operating Officer, Ambulatory Services of Cook County Health (CCH) is responsible for supervising, directing and coordinating all ambulatory clinical and business operations, programs and functions for CCH Ambulatory Care Services, which includes primary care, specialty care, behavioral health care, oral health, and ambulatory care in community, school-based and regional outpatient settings, including John H. Stroger, Jr. Hospital, Provident Hospital and the Core Center.
The COO oversees day‑to‑day operations, ensures compliance with applicable accreditations, laws and regulations, and represents the organization in senior leadership, supporting strategic decisions alongside the CEO and Executive COO.
Compensation: $425,289 – $473,918 annually.
General Administrative ResponsibilitiesCollective Bargaining
- Review applicable Collective Bargaining Agreements and consult with Labor Relations to generate management proposals
- Participate in collective bargaining negotiations, caucus discussions and working meetings
Discipline
- Document, recommend and effectuate discipline at all levels
- Work closely with labor relations and/or labor counsel to enforce applicable Collective Bargaining Agreements
- Initiate, authorize and complete disciplinary action pursuant to CCH system rules and policies
Supervision
- Direct and effectuate CCH management policies and practices
- Access and proficiently navigate CCH records system to obtain and review information necessary to execute provisions of applicable collective bargaining agreements
Management
- Contribute to the management of CCH staff and system development and success
- Discuss and develop CCH system policy and procedure
- Use independent judgment to identify staffing issues and perform necessary functions, including hiring, transferring, suspending, laying off, recalling, promoting, discharging, assigning, directing or disciplining employees under applicable Collective Bargaining Agreements
- Work with Labor Relations to discern past practice when necessary
- Develop, implement, and evaluate strategies for CCH’s Ambulatory Care Services and Ambulatory Procedures
- Oversee day‑to‑day operations and achieve performance goals, ensuring high‑quality patient relations and regulatory compliance
- Build a patient‑centered, employee‑supported culture focused on operational excellence, patient safety, and quality outcomes
- Participate in the development and administration of policies and procedures on clinical and business operations
- Support CCH in meeting overall objectives for a complex health care delivery system responsible for over 1,000,000 patient visits and outpatient procedures per year
- Develop a bench of management talent through effective utilization of human resources and integrated strategies for recruitment, selection, retention, and development
- Provide instructional leadership and guidance to management staff
- Ensure cost‑effective use of resources by monitoring budget and financial performance of the clinics
- Implement the mission, vision and values of CCH, delivering high‑quality, patient‑focused care in the ambulatory setting
- Lead annual development and implementation of operational and capital budgets for Ambulatory Care Services
- Resolve staffing, facility, equipment, and supply issues for the Clinics
- Analyze and recommend changes in organizational systems, policies and procedures and ensure their implementation
- Monitor and report statistical information for timely management decisions and compliance with federal, state and local agencies
