JOB SUMMARY

The purpose of this role is to track and report on the CCWA’s capital assets in accordance with applicable public sector accounting standards, such as GASB (Governmental Accounting Standards Board) guidelines. This mid-level role plays a critical part in ensuring accurate asset capitalization, depreciation, and compliance with financial reporting requirements for capital infrastructure, equipment, and other long‑term assets.

This is the next level class in the professional Accountant series. Employees within this class are distinguished from the Accountant I by the performance of the full range of duties as assigned, working independently, applying well developed knowledge, and exercising judgment and initiative including in the preparation of financial statements in accordance with Generally Accepted Accounting Principles (GAAP) and governmental accounting standards.

Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

Positions in this class series are flexibly staffed and are generally filled by advancement from the “I” level, or when filled from the outside, require prior experience. Advancement to the “II” level is based on proven knowledge and skills that validates the performance of the full range of job duties.

ESSENTIAL JOB FUNCTIONS
  • Assists in gathering information for annual audit; assists with budget and audit processes; prepares and monitors monthly budget compliance; assists with preparing audit documentation; and coordinates with auditors to explain financial transactions.
  • Prepare journal entries for daily and monthly accounting activities.
  • Performs monthly close activities with minimal supervision.
  • Prepares and submits reports as requested; maintains accounting records, conducts research; performs preliminary analysis; and makes recommendations regarding corrections, changes, and adjustments.
  • Performs other accounting, financial, or administrative tasks; documents processes and procedures for areas of assignment; recommends and assists in developing new processes and procedures; trains less experienced staff, etc.
  • Responds to inquiries, issues, and concerns; advises supervisor of non‑routine issues; and refers matters outside assigned scope of authority to appropriate individuals.
  • Maintain the capital asset accounting system, ensuring timely and accurate recording of acquisitions, disposals, transfers, and depreciation.
  • Assists with the annual physical inventory and reconciliation of capital assets across departments.
  • Monitors construction‑in‑progress (CIP) accounts and coordinate with project managers to ensure proper capitalization upon completion.
  • Prepares journal entries and monthly reconciliations related to capital asset across departments.
  • Supports preparation of audit schedules and documentation for annual financial audits.
  • Assists in the preparation of the Comprehensive Annual Financial Report (CAFR)/Annual Comprehensive Financial Report (ACFR), focusing on capital assets and related disclosures.
  • Ensures compliance with internal controls, GASB standards, and other relevant public sector accounting requirements.
  • Collaborates with procurement, engineering, and departmental staff to ensure proper asset classification and tagging.
  • Provides training or guidance to departments on capital asset policies and procedures.
  • Communicates with CCWA officials, supervisors, other CCWA employees, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
  • Performs other duties as assigned.
MINIMUM REQUIREMENTS TO PERFORM WORK
  • Bachelor’s degree in Accounting and a minimum of two (2) years of related work experience in accounting; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
