Overview

DISTINGUISHING CHARACTERISTICS

The primary duties in the assigned department/specialty area require technical and statutory knowledge and are carried out with independent decision making and authority based on the interpretation and application of complex federal, state, and local laws, codes, ordinances, legal documents and technical/legal terminology.

The Department Specialist I/II is distinguished from the Office Assistant I/II classification in that the latter is primarily focused on staff support and office support functions, such as typing/computer keyboarding, maintaining manual and computerized files and data bases, preparing reports, processing routine documents within established guidelines, and conveying information to the public about procedures or services. The Department Specialist I/II is distinguished from the Department Specialist III in that the latter is the advanced experienced/technical expert level and may be assigned lead-worker duties.

Department Specialist I is the entry level classification in the series. Incumbents work under close and continuous supervision while learning the assigned function/specialty area. Incumbents may advance to level II upon satisfactory completion of the minimum requirements for the higher level and when, upon the recommendation of the Department Head they have demonstrated the ability to perform at the experienced level.

Department Specialist II is the experienced level. Incumbents are expected to be technically proficient in performing the full range of assignments in the function/specialty area.

Responsibilities (essential duties)

Performs specialized and technical clerical duties related to an assigned department, division or unit; prepares, reviews, interprets, applies, records, files and/or makes independent decisions about a wide variety of official/public records, forms, petitions, affidavits and legal documents; applies and interprets laws, codes, ordinances, manuals, legal documents and technical/legal terminology in making independent decisions and judgments in the specialty area; develops/maintains/administers files, records, logs, data bases, and manuals related to the assigned specialty;

provides direct services to internal and external customers in the specialty area; collects fees/fines, issues receipts, balances money and prepares deposits resulting from service provision in the assigned specialty; maintains statistics, prepares reports, answers correspondence; coordinates with other employees, departments, outside agencies; enters and retrieves data from automated systems.

  • Elections:
    Performs specialized clerical duties related to the registration of voters, candidate filings, administration of elections, documents such as ballots, map and street guides, petitions, etc., using knowledge, interpretation and application of federal and state codes, laws and manuals related to elections.

  • Automated Systems:
    Performs specialized clerical duties related to the development, maintenance and administration of specialized automated systems supporting one or more software formats requiring the use of knowledge, interpretation and application of federal and state laws, codes, regulations and policies regarding the subject matter of the automated system.
