Under general supervision of the Utilities Operations Manager, is responsible for the installation, maintenance, and troubleshooting of instrumentation and control systems within water, sewer, stormwater, and maintenance facilities. This role involves but is not limited to programming and maintaining programmable logic controllers (PLCs), supervisory control and data acquisition (SCADA), and radio communication systems. Key duties include calibrating instruments, performing routine inspections, and responding to system failures to maintain operational efficiency.
The position works closely with Information Technology team, contractors, system integrators and other staff to support facility operations and ensure compliance with safety and regulatory standards.
Utilities Technology Specialist is a journey level class who is responsible for performing and troubleshooting a variety of technical duties relating to the electrical, mechanical, instrumentation, and control functions of the City’s infrastructure systems.
IDEAL CANDIDATEWill have four or more years’ experience. Experience working with AVEVA and/or VTSCADA HMI software packages is highly desirable.

ESSENTIAL DUTIES AND RESPONSIBILITIES
- Install, program, inspect, troubleshoot, and adjust electrical and mechanical equipment, instrumentation, and related information systems.
- Perform tests and maintenance on mechanical, electrical, and instrumentation equipment; interpret readings and outputs of equipment; ensure proper functioning of equipment and related information systems.
- Review operator’s manuals and other established guidelines; ensure equipment and information systems are operated in accordance with established guidelines.
- Perform basic programming for utilities information systems; programs with ladder logic and relay logic; operate Programmable Logic Controllers (PLCs), Remote Telemetry Units (RTUs) and associated inputs/outputs; operate Variable Frequency Drives (VFDs); perform telecommunications networking when necessary and outside the scope of City Information Technology team.
- Ensure proper operation of SCADA system; identify and troubleshoot issues pertaining to SCADA system.
- Serve as the Utilities Division administrator for the City’s work order and asset management system and coordinate with the Maintenance Manager on overall system administration.
- Initiate work orders pertaining to utilities equipment and information systems; ensure work orders are accurate and complete; perform record‑keeping functions.
- Serve as a liaison to manufacturers, contractors, City personnel and other internal or external parties with respect to utilities equipment, instruments and related systems.
- Ensure compliance with the National Electric Code and other applicable laws, codes, or regulations.
- Check job sites for potential hazards; understand and adhere to all applicable safety rules, regulations, practices, or procedures.
- Serve as a key point of contact with the City’s Information Technology team.
- Support the operation, management and use of various software systems and hardware systems in coordination with the City’s Information Technology and Geographic Information System team.
- Serve as the key trainer of Utilities Division and other City employees on Utilities Systems.
- Routinely work in coordination with the Electrician in the Utilities Division to support the seamless maintenance and management of utility system equipment.
