About the Role

The Water Resources Director provides strategic leadership and oversight for the Town's water, wastewater, stormwater, and municipal engineering operations. This position directs the planning, organization, and management of departmental activities related to water production and distribution, sewer collection and treatment, stormwater systems, and municipal engineering services.

The Director oversees all departmental personnel and ensures the reliable operation, maintenance, repair, and expansion of the Town's water and wastewater infrastructure. This role is responsible for regulatory compliance with federal, state, and local environmental requirements and oversees the administration of permits issued by agencies such as the North Carolina Department of Environmental Quality (NCDEQ) and the Environmental Protection Agency (EPA).

The Water Resources Director collaborates with Town leadership, engineers, contractors, regulatory agencies, and the public to support infrastructure planning, capital improvement projects, and operational efficiency. The position manages operating and capital budgets, supervises engineering and utilities staff, and provides recommendations to the Town Manager and other officials regarding infrastructure investments, regulatory compliance, and long-term system capacity planning.

Duties and Responsibilities
  • Plan, organize, and direct the work of subordinate supervisors and staff engaged in water treatment operations, wastewater treatment operations, stormwater management, laboratory analysis, engineering services, and utility system maintenance.
  • Supervise the provision of traffic engineering services.
  • Manage and coordinate the activities of engineering staff and ensure collaboration with other Town departments.
  • Advise management on current and future system capacity needs, infrastructure improvements, and regulatory compliance requirements.
  • Manage the budgeting, design, construction, and inspection of capital projects related to water, wastewater, stormwater, and municipal infrastructure.
