DESCRIPTION:
WHAT WE'RE DOING
The TPY-4 Product Line Subcontract Manager (SM) will be responsible for multiple facets of material provision in support of program cost, schedule and quality, including purchase order placement and supplier management. The SM will be the direct point of contact to both the designated suppliers and the team Subcontract Program Managers for medium and large subcontracts of production and developmental complex systems/subsystems (category 1, 2,
3). The SM will coordinate the efforts of the assigned subcontract administrator(s) and buyer(s) as a lead, negotiate pricing and schedule, and lead strategic and tactical regular status reviews with their assigned suppliers. The SM will relay relevant status to subcontract program manager(s) and/or IPT team and coordinate supplier issue resolution with Engineering.
Specific responsibilities will include:
- Establish action plans/schedule to ensure supplier successful delivery of contracted materials
- Contract deliverables; equipment and services on time meeting the programs needs
- Documentation; SDRL's delivery, review and feedback
- Establish negotiations strategies for new subcontract purchase orders and additional scope within established subcontracts. Negotiate subcontractor pricing to meet program targets.
- Create Statement of Works (SOWs) when necessary
- Writes contracts letters and official subcontracts correspondence
- Coordinate Subcontractors/supplier Program Reviews
- Ensuring material forecasts are maintained and have a sound understanding of performance/milestone payment plans with suppliers
- Ensures subcontractors milestone payment plans are aligned with Program expectations and plans
- Ensure problems are addressed and resolved in a timely manner with suppliers and internal LM functions on issues impacting assigned subcontractors
- Execute subcontract closeout activities according to policy
- Identify potential sources of supply
- Develop source selection strategy, criteria and planning, including participation in Make / Buy assessments
- Develops request for proposal documents, ensuring program flow-downs are maintained
- Evaluates suppliers proposals for content and quality, challenges subcontractors appropriately
- Executes source selection plans, communicates and justifies results to Sr. LM Leadership
- Prepares and provides subcontractor related input into Proposal
- Travel to subcontractors or other LM Sites on an as-needed basis

BASIC QUALIFICATIONS- Prior supply chain experience as an Subcontract Administrator /Subcontract Manager, or Procurement Representative and/or technical/operations experience.
- Strong Project management experience with ability to execute complex activities with major subcontractors
- Strong contracting and/or negotiation skills
- Ability to obtain a secret clearance
- Working understanding of FAR/DFAR requirements and/or LMAP (Lockheed Martin Acquisition Procedures)
- Strong interpersonal skills and excellent communication skills
- 6 years min experience as an Subcontract Administrator /Subcontract Manager responsible for the execution of major Domestic or International Subcontractors
- Strong knowledge of P2P and MRP (SAP)
- Ability to read technical drawings / specifications
- Lean & Six Sigma techniques (Green Belt certified preferred)
- Operations Leadership Development Program graduate
- Previous LM supply chain experience
