General Statement of Duties: Assist Road & Bridge Superintendent in scheduling work and equipment for Road and Bridge crews. Monitors all project activities and expenditures as it relates to the project timeline. Entering and maintaining daily time and any other related data into work maintenance system. Performs customer service duties including answering and processing Road & Bridge related questions often requiring field visits.

Supervision Received: Works under the direction of the Road and Bridge Superintendent and establishes methods and procedures for attaining specific goals and objectives and receives guidance in terms of broad goals.

Supervision Exercised: Exercises supervision over Road & Bridge field personnel as assigned.

Essential Functions: Any one position may not include all of the duties listed nor do the listed examples include all duties which may be found in positions of this class.

  • Oversees the planning necessary for the maintenance and construction of the County’s roads and bridges.
  • Assign, control, and coordinate work effort for Road and Bridge field personnel to maximize efficiency, maintain schedule and budget control and to minimize the inefficient use of equipment, manpower, materials and funds.
  • Creates/reviews project work orders for completeness and timely close-out with sufficient explanation of work performed.
  • Ensure accurate consistent data collection necessary for management and record keeping activities.
  • Assures information is accurately input into the work maintenance system.
  • Helps develop weekly and monthly work schedules for the crews and adjusts work schedules as needed.
  • Maintains and schedules training for crews and individual employees.
  • Creates project execution control and tracking reports.
  • Assists Superintendent in oversight of the Division’s compliance with relevant state and federal regulations such as MSHA, CDPH&E, Corp of Engineers , Colorado Division of Reclamation & Mining, etc.
  • Meet with the public to discuss and/or resolve specific problems. Notifies Superintendent, County Engineer and/or Public Works Director of potential and/or current issues or concerns.
  • Regular and predictable attendance is required.
  • Perform after hours work as necessary due to Emergency or Callout conditions when called or assigned.
  • Performs related work as required.

MINIMUM QUALIFICATIONS

Required

Knowledge, Skills and Abilities:

Eduction:
High School graduate or equivalent. Associates Degree or equivalent certification in the areas of Construction Management, Engineering or Surveying. Any equivalent of 5 years qualifying experience may be considered to meet the education requirements.

Experience:

A minimum of four (4) years of increasingly responsible experience in the construction industry, including two (2) years of Construction Management, Construction Estimating, Scheduling and Budget Control. Qualifying experience shall include direct “in the field” management of personnel, materials and equipment as well as office management of the same. May substitute a combination of equivalent education and related experience.

Required Knowledge:
Must have detailed knowledge of construction equipment, equipment operating capabilities, maintenance and preventative maintenance equipment’s. Methods, materials and equipment necessary for efficient and safe construction and maintenance of road and bridge systems. Detailed knowledge in the use of asphalt concrete products, Portland cement concrete, and gravel mine operations. Detailed knowledge of soil mechanics, construction materials testing methods, soil and base stabilization techniques.

Demonstrated extensive knowledge of large scale budgets, budgetary procedures, budget administration and development. Fiscal programming and budgeting processes necessary to ensure that budget constraints and program timelines are met. Oversee, develop and administer contracts; including ability to provide technical review and administration.
