General Statement of Duties:
Plan, organize and direct the financial, planning, execution, and timeline of daily activities within the Road & Bridge Department. Performs administrative and supervisory work related to the construction and maintenance of the County's roads and bridges.
Supervision Received:
Works under the general guidance and direction of the Public Works Director.
Supervision Exercised:
Exercises supervision over Road & Bridge field personnel as assigned.
Essential Functions:
Any one position may not include all of the duties listed nor do the listed examples include all duties, which may be found in positions of this class.
* Oversee the planning necessary for the maintenance and construction of the County's roads and bridges.
* Oversees the planning and maintenance of gravel pits and gravel crushing.
* Assist in the development and maintenance of the Road and Bridge Department Capital Improvements Plan (CIP) and a proposed major maintenance plan for the department's equipment, facilities, roads and bridges.
* Develop maintenance and construction budgets, plans and schedules for the consistent high quality and economical administration of the county's resources.
* Assign, control, and coordinate work effort among Road and Bridge field personnel to maximize efficiency, maintain schedule and budget control and to minimize the inefficient use of equipment, manpower, materials and finances.
* Implement and enforce County safety and personnel policies and regulations as established by the Board of County Commissioners and the Public Works Director.
* Oversight of department compliance with relevant State and Federal Regulations such as MSHA, CDPH&E, Corp of Engineers, Colorado Division of Reclamation & Mining, etc.
* Provide the Public Works Director a weekly update of all district accomplishments and upcoming operations.
* Coordinate the use of district equipment and personnel during emergency operations.
* Ensure accurate consistent data collection necessary for management and record keeping activities.
* Meet with public to discuss and/or resolve specific problems. Notifies County Engineer and/or Public Works Director of potential and/or current issues or concerns.
* Perform after hours work as necessary due to Emergency or Callout conditions when called or assigned.
* Performs related work as required.
* Regular and predictable attendance is required.
MINIMUM QUALIFICATIONS
Required
Knowledge, Skills and Abilities:
Education:
Associates Degree or equivalent certification. BS preferred. Secondary education should be in the areas of Construction Management, Engineering or Surveying. Any equivalent of 15 years qualifying experience may be considered to meet the education requirements.
Experience:
Minimum of ten (10) years qualifying experience. Qualifying experience shall be a combination of Construction Management, Construction Estimating, Scheduling and Budget Control. Qualifying experience shall include direct "in the field" management of personnel, materials and equipment as well as office management of the same.
Required Knowledge:
Must have detailed knowledge of construction equipment, equipment operating capabilities, maintenance and preventative maintenance equipment. Methods, materials and equipment necessary for efficient and safe construction and maintenance of road and bridge systems. Detailed knowledge in the use of asphalt concrete products, Portland cement concrete, and gravel mine operations. Detailed knowledge of soil mechanics, construction materials testing methods, soil and base stabilization techniques.
Demonstrated extensive knowledge of large scale budgets, budgetary procedures, budget administration and development. Fiscal programming and budgeting processes necessary to ensure that budget constraints and program timelines are met. Oversee, develop and administer contracts; including ability to provide technical review and administration. Effectively assign, evaluate, supervise, and manage professional, technical and administrative staff. Strong working knowledge of applicable local, State, and Federal regulations, policies, procedures, guidelines and law for compliance.
Working knowledge of Public Records systems. Federal, state, and local statues, codes, regulations and safety requirements involving engineering road design and construction. Strategic planning principals and practices.
Language
Skills:
Ability to express ideas clearly and concisely, orally and in a variety of written formats. Must be able to interpret, apply, explain and enforce all applicable laws, codes, regulations, policies and procedures to a wide range of audiences and levels of knowledge.
