Position Summary
Join us in the exciting role of providing a Construction Management Representative (CMR) to provide technical services for the National Park Service (NPS) in Selma, AL. The CMR will provide comprehensive construction management support services to the NPS to provide onsite monitoring of the rehabilitation of the Selma Interpretative Center. The construction project repurposes the footprints of historic properties at 2, 4, and 6 Broad Street and the adjacent vacant lot at 1119 Water Avenue into a new combined center.
The construction also includes structural rebuilding, 4 & 6 Broad Street, to support the new defined purpose.
Work Period: This position is full-time for two years.

Cost, Pricing, and Proposal Analysis 6. Claims, REAs, and Dispute Support 7. Communication, Reporting & Corporate Coordination Requirements:
- Contract Administration & Primary Point of Contact
- Acts as the single point of contact for the daily administration of the contract.
- Oversees contract administration in accordance with policies, procedures, and regulations.
- Prepares correspondence for the Contracting Officer’s signature.
- Participates in negotiations for price adjustments and prepares draft modification documents.
- Prepares draft modification/task order packages, including scopes, specifications, drawings, and requests for proposals.
- Utilizes NPS automated information systems as required.
- Responsible for observation and reporting on assigned projects.
- Oversees construction activities and quality assurance.
- Provides field surveillance and detailed daily reports on cost and engineering factors.
- Delivers quality assurance plans for assigned projects.
- Analyzes design and construction issues with respect to contract requirements.
- Delivers recommendations to government personnel on contract compliance and technical conflicts.
- Delivers opinions on whether schedule items are reasonable, accurate, and balanced.
- Inform government personnel about progress percentages to ensure proportional and accurate payment representation.
- Summarizes contractor submittals and provides outlines for government review.
- Assists with preparing modification scopes of work, drawings, and specifications.
- Submits draft requests for proposals and cost proposal analyses.
- Prepares draft cost and price analysis to support audits.
- Delivers draft government estimate pricing.
- Delivers draft pre‑negotiation objectives for use in negotiations.
- Provides recommendations and documentation supporting progress payments.
- Observes and reports on Requests for Equitable Adjustments (REA) and contractor claims.
- Provides technical findings and drafts replies for government personnel.
- Recommends merit/no‑merit determinations; supports negotiation of cost settlements.
- Prepare full analysis packages when a Contracting Officer’s decision is required.
- Delivers analysis supporting government disputes or litigation.
- Delivers project status reports to district corporate leadership.
- Delivers specialized expertise and briefings on contract surveillance matters.
- Implements government decisions, policies, laws, and regulations in project development.
Experience:
- Candidates with a bachelor’s degree in construction management, engineering, or architecture from an accredited university will receive higher consideration.
- A minimum of 5 years’ experience in construction management on similar projects is required.
- National Agency Check with Inquiries (NACI) Clearance, or the ability to obtain said clearance, is required.
- OSHA 30 Certified - Mandatory
- Ability to draw information from several sources to form comprehensive and systematic recommendations serving immediate and long-term construction management.
