Overview

Summary:

The Township of Montclair operates a $100+ million Operating Budget, $10+ million Water Utility budget, $10+ million Sewer Utility Budget, $6+ million Parking Utility Budget and a $1 million Ice Skating Arena budget. The position oversees all financial related matters within the Township including managing of the operating and capital budgets, collection of revenues, processing of payroll and overall expenditure of funds.

Serves as Custodian of public funds. The CFO is also the Township's Director of Finance and oversees various Township programs and has responsibility of managing a team of employees that perform financial related functions.

Duties

• Knowledge of New Jersey municipal accounting principles.

• Expertise with financial software used for Finance, Tax and Payroll, such as MSI, Edmunds and Primepoint.

• Computer and technical use proficiency, including but not limited to Microsoft 365 applications, virtual meeting applications.

• Strong written communication skills with ability to write professional letters, emails, reports or documents.

• Maintain consistent interactions and relationships with all Township, County and/or State departments.

• Ability to manage time effectively, resolve conflicts professionally, and set & meet goals & objectives.

• Ability to manage a team, ensure smooth department operation, provide assignments & instructions to staff, and evaluate their performance.

• Experience with creating presentations and presenting in public forum.

Requirements

• Graduation from an accredited college with a bachelor's degree in accounting, budgeting, finance, economics, or public or business administration. Master's degree preferred.

• Five (5) years of supervisory experience in functional areas of financial management such as accounting, budgeting, auditing, or financial or fiscal analysis in Municipal Government.

• Possession of a current, valid certification as a Certified Municipal Finance Officer (CMFO) issued by the NJ Department of Community Affairs, Division of Local Government Services.

• Will require off hours availability to work nights and weekends as situations warrant.
