Position Summary

The Construction Management Representative (CMR) provides on-site construction oversight and contract administration support for water, wastewater, and utility infrastructure projects. The CMR ensures contractor compliance with contract documents, safety regulations, quality control requirements, and federal standards while serving as a key liaison between the Contractor, Contracting Officer (CO), and Contracting Officer's Representative (COR).
Glacier National Park is based in a remote, high-visibility federal park environment within Montana. The role requires outdoor fieldwork in varying weather conditions and terrain typical of mountain environments.

Essential Duties and Responsibilities

On-Site Construction Oversight Attend and document the Pre-Construction Conference, including preparation of meeting minutes and job diary entry. Oversee all inspection phases in accordance with NPS Division 01 specifications (Section 01 40 00 On-Site Control). Verify contractor compliance with the approved Quality Control Plan. Inspect construction activities for progress, workmanship, code compliance, and adherence to contract documents. Maintain all current construction documents on-site, including a CMR-maintained redline plan set.

Safety Compliance Monitor construction activities to ensure compliance with OSHA regulations, contract requirements, and the Contractor's Safety Plan. Immediately notify the Contractor and COR of unsafe conditions, including unauthorized public access to the project site. Document safety issues in daily reports and weekly progress meeting documentation. Wear appropriate personal protective equipment (PPE) at all times while on-site.

Documentation & Contract Administration Review, comment on, and recommend acceptance or rejection of Division 1, informational, and material submittals. Maintain and track all submittals in accordance with Section 01 33 23 Submittal Procedures. Track and document project correspondence. Draft Requests for Proposal (RFPs) and Requests for Price Proposals (RPPs), including scope descriptions and supporting sketches. Prepare Independent Government Estimates (IGEs) using IDIQ rates, historic data, and/or RSMeans.

Develop pre-negotiation objectives and draft Records of Negotiation detailing cost differences between Government estimates and contractor proposals. Assist in the resolution, tracking, and documentation of Requests for Information (RFIs). Review and document contractor requests for additional cost and/or time. Provide supporting documentation for Requests for Equitable Adjustment (REAs), differing site conditions, or potential claims.

Communications Maintain daily communication with the COR regarding project progress and issues. Immediately notify the COR of non-compliant work and document deficiencies. Document and report on-site events including potential claims, safety violations, weather delays, schedule impacts, cultural resource discoveries, wildlife impacts, and site visitors. Monitor the need for QA surveys, sampling, and testing and ensure completion as required.
