The Part-Time Laborer is an entry level position serving under close supervision of skilled laborers and the Street Supervisor. Individuals learn general street maintenance practices and City procedures. The employee is expected to exercise independent judgment in the field and at all times.

The primary purpose of this position is to perform routine unskilled manual work in the construction, maintenance, and repair of streets, storm drains, sidewalks and related public works facilities; removal of snow, painting of traffic markings; and the operation of light equipment. The Laborer must also deal with residents and members of the public in a courteous and respectful manner. This includes receiving complaints about schedules and levels or quality of service, which should be noted and reported to their immediate supervisor.

This position reports to the Streets & Sanitation Supervisor. The position is part-time, up to 40 hours per week (with a maximum of 1,200 hours per rolling year), late April through end of October. The ability to perform the Core Duties and Additional Duties listed above and:

Ability to work under conditions which require exposure to environmental factors such as temperature variations and extremes (occasionally ranging from cold below minus 20 degrees F or heat above 90 degrees

F), noise levels (intermittently between 50-85 decibels), odors, toxic agents, grease and oils, dust, fumes, violence, moving machinery, moving vehicles, elevated heights (on structures, ladders and scaffolds up to 25 feet), vibrations, explosives, electrical equipment, confined spaces, frequent wetness and damp conditions, disease and/or electrical currents. This exposure may cause some discomfort and presents a risk of illness or injury.

  • Core Duties and Responsibilities
    - The following duties are the primary duties of this position, but do not compose an exclusive or all-encompassing list of duties. Other duties may be assigned or required to accomplish the main goals of this position.
  • Cleans and removes debris from streets, gutters, storm drains, catch basins, drainage ditches, sidewalks, and street construction sites by shoveling, raking, sweeping, and picking up debris.
  • Breaks up pavements, digs holes, cuts trenches, excavates, and fills in holes in streets and other paved surfaces, using sledge hammer, shovel, pick, spade, rake, hoe, hand tools or jackhammer; patches and paves streets and other paved surfaces.
  • Loads, transports, and unloads construction equipment, materials, debris, and other heavy objects related to street maintenance, using appropriately sized vehicle and/or tractor with mower, loader, or forklift.
  • Builds forms and prepares surfaces for paving, patching, or repair / reconstruction of streets, curbs, and similar public works facilities.
  • Installs, repairs, and replaces storm drain pipe, street signs, traffic markers, street benches, end barriers, guard rails, or other related objects.
  • Operates asphalt rake, power roller, and hand tools; mixing, applying, leveling, or otherwise finishing concrete, asphalt or other such material to repair, replace, or reconstruct broken pavement.
  • Assists with painting of traffic markings on streets, crosswalks, parking lots, or curbs; using stencils, legends, striping, and taping equipment.
  • Fabricates, installs, and repairs traffic / street signs and removes those no longer needed.
  • Designs and fabricates special signs for municipal facilities, as needed.
  • Learns to operate small and medium equipment and vehicles as assigned.
  • Sets up traffic control including signs and barricades, and directs traffic around work sites.
  • Performs work not specifically related to the operation, such as, moving heavy equipment or materials, various grounds work including grass cutting, snow removal and general housekeeping.
  • Performs routine preventive maintenance on equipment as necessary.
  • May remove dead animals from rights of way as necessary.
