Field/Service Technician
Performs difficult skilled technical and supervisory work overseeing, leading, and participating in the operation, maintenance, testing, calibration, programming, repair, and replacement of water meters and associated metering technologies. Work includes supervising field and shop-based meter services staff; coordinating meter changeout programs; troubleshooting meter performance, communication, and data irregularities; and ensuring accuracy, regulatory compliance, and data integrity of the City’s metering systems.
Work is performed under the limited supervision of the Water Resources Maintenance/Construction Superintendent. Supervision is exercised over subordinate personnel.
This is heavy work requiring the exertion of 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects. Work requires climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, and repetitive motions. Vocal communication is required for expressing or exchanging ideas by means of the spoken word;
hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, peripheral vision, visual inspection involving small defects and/or small parts, use of measuring and testing devices, meter assembly and calibration at or within arm’s length, operation of motor vehicles and equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities.
The worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, vibration, hazards, atmospheric conditions, and oils. The worker is exposed to OSHA classified excavated trench conditions and blood borne pathogens, and potential electrical hazards requiring specialized personal protective equipment.
Oversees, supervises, and participates in skilled technical work related to installation, replacement, maintenance, repair, testing, calibration, and programming of all water meter types used by the City of Monroe, including residential, commercial, and industrial meters.
Leads and performs meter changeout programs, including planning, scheduling, quality control, documentation, and coordination with internal departments, contractors, and customers.
Programs, installs, tests, and troubleshoots Encoder Receiver Transmitters (ERTs) and associated metering communication systems; investigates and resolves meter reading, communication, and data transmission issues.
Analyzes meter data, consumption trends, and exception reports to identify meter inaccuracies, leaks, tampering, equipment failures, or abnormal usage patterns; conducts field investigations as necessary.
Operates and oversees the use of meter testing benches and calibration equipment in accordance with AWWA standards; maintains accuracy records and certification documentation.
Coordinates with Billing, Customer Service, IT, Engineering, and Operations staff to resolve meter-related customer complaints, billing disputes, and data integrity issues.
Evaluates new metering technologies, equipment, and materials for potential deployment; assists with pilot programs and system upgrades related to metering projects.
Supervises staff assignments, training, and development within the Water Resources Department Career Ladder Program; conducts employee performance evaluations and provides technical guidance and coaching.
Coordinates with builders and contractors for large-scale meter installations.
Analyzes new measurement equipment being considered for deployment.
Investigates unusual water usage patterns and conducts leak detection.
Oversees, the installation, repair, and replacement of meter boxes, setters, vaults, backflow-related metering assemblies, and associated appurtenances; ensures compliance with City standards and safety requirements.
Operates light to medium equipment and vehicles necessary for meter services operations, including service trucks and support equipment; ensures proper maintenance and safe operation.
