Position: SAFETY AND TRAINING COORDINATOR

Overview

The Safety and Training Coordinator is responsible for developing, implementing, and managing comprehensive safety, regulatory compliance, and workforce training programs for the Water Resources Department. This position ensures compliance with applicable federal, state, and local regulations while promoting a strong culture of safety and continuous professional development. The position serves as the department’s primary resource for occupational safety, technical training, certification management, and emergency preparedness.

Safety

& Regulatory Compliance
  • Develops, implements, and evaluates departmental safety programs in compliance with OSHA, EPA, and state regulations.
  • Conducts routine worksite inspections, safety audits, and hazard assessments.
  • Maintains safety documentation, compliance records, and regulatory reports.
  • Investigates workplace incidents, injuries, and near-misses; conducts root cause analysis and prepares corrective action plans.
  • Evaluates personal protective equipment (PPE), tools, and equipment for compliance and safe operation.
Training & Workforce Development
  • Designs and delivers classroom, field-based, and hands-on technical and safety training.
  • Identifies training needs in coordination with supervisory staff.
  • Develops curricula for entry-level, intermediate, and advanced operational skills.
  • Coordinates mandatory regulatory and certification-based training.
  • Maintains comprehensive training, licensing, and certification records.
Program Coordination & Administration
  • Oversees CDL, Traffic Control, Flagger, and equipment certification programs.
  • Coordinates vendor-provided training and external certifications.
  • Manages training schedules, materials, facilities, and resources.
  • Maintains and develops departmental training facilities.
  • Prepares reports and performance metrics related to safety and training outcomes.
Emergency Preparedness & Risk Management
  • Assists with emergency response planning, drills, and tabletop exercises.
  • Participates in Incident Command System (ICS) activities as assigned.
  • Coordinates contractor safety orientations and reviews project safety plans.
  • Supports department continuity and risk reduction initiatives.
Professional Development
  • Maintains professional knowledge through continuing education and industry participation.
  • Monitors regulatory changes and recommends program updates.
Other Duties
  • Performs related duties as assigned.
  • Available for emergency response and after-hours support as required.
Knowledge, Skills, and Abilities
  • Thorough knowledge of water and wastewater system operations and associated safety hazards.
  • Working knowledge of OSHA, EPA, and applicable regulatory standards.
  • Ability to design and deliver technical training programs.
  • Strong analytical, organizational, and investigative skills.
  • Excellent written and verbal communication abilities.
  • Demonstrated leadership and coaching capability.
  • Proficiency in Microsoft Office and training/record management systems.
  • Ability to establish effective working relationships at all organizational levels.
Minimum Qualifications Education

Associate’s Degree in Occupational Safety, Environmental Health, Industrial Technology, Engineering Technology, Construction Management, Utility Operations, or related technical field required
. Bachelor’s Degree in a related technical or safety discipline preferred
.

Experience
  • Minimum of five (5) years of progressively responsible experience in water and/or wastewater operations, maintenance, safety coordination, or technical training.
Certifications & Licensure
  • OSHA 30-Hour General Industry required
    .
  • OSHA Authorized Trainer (General Industry or Construction)
    required within twelve (12) months of hire
    .
  • Grade IV Sewer Collections and Grade A Distribution certification (or ability to obtain within one year).
  • CPR and First Aid Certification.
  • Valid North Carolina Commercial Driver’s License (CDL),
    Class B required;
    Class A preferred

    .
  • Required endorsements applicable to assigned equipment.
  • FEMA/NIMS ICS 100, 200, 300, and 700 (or ability to obtain within six months).
