Financial Manager
PURPOSE OF POSITION
Plans, directs, and oversees the operations of the Finance Department, including customer service, financial reporting and billing systems, budget development, audit reporting, banking and investment services, and debt management, with accountability for results in terms of costs, personnel, methods, and policies. Supervises department personnel in the performance of their duties. Communicates with public on financial matters and concerns.
ESSENTIAL JOB FUNCTIONSOversees and directs all treasury, budgeting, audit, accounting, utility billing and reporting, municipal court, payroll, technology and insurance/risk management activities for the City. Assists with Human Resource compliance support of City Manager and other department directors.
Prepares and publishes the annual City and Urban Renewal Agency budgets in compliance with professional standards and Oregon budget law. Uses a multi-year approach in the development of multiple departmental and fund budgets; reviews and integrates all other budgets prepared by management staff into comprehensive City and Urban Renewal Agency budget documents.
Prepares and publishes the City's five-year capital improvement plan document, and five-year forecasts for the City's operating funds. Monitors budget to actual performance and makes necessary modifications consistent with Oregon budget law.
Prepares and publishes monthly, quarterly and annual financial reporting. Performs year-end general ledger adjusting entries and necessary work papers in preparation for the City's annual audit. Schedules and oversees the independent annual audit process and the issuance of the City's annual financial report in conformity with generally accepted accounting principles.
Monitors the City's financial position and issues periodic financial and operating reports to the City Manager, management staff, and the City Council. Manages the City's cash flow to meet operational requirements; directs the investment of City funds in accordance with City policy, state and federal statutes.
Supervises, assigns, and evaluates the work of the finance department and municipal court staff. Performs annual staff evaluations and provides necessary coaching, training, work accommodations, and resources for department staff. Resolves employee complaints and administers disciplinary action. Interviews and recommends hiring and termination actions.
Serves as systems administrator for City's financial, utility billing, and court software systems. Works with information technology personnel on matters related to the on-going maintenance and upgrade of computer and related systems.
Oversees Bonded Debt activities; prepares data for municipal bond sales; works with financial institutions and bond attorneys in developing applicable schedules and timelines; ensures compliance on issued debt.
Reviews and recommends insurance purchases for worker's compensation and employee benefits.
Participates in the development of customer service processes and policies at City Hall and oversees compliance with city standards and goals. Ensures timely, respectful, professional issue resolution.
Maintains safeguards around confidential and/or sensitive files and documents.
Maintains cooperative working relationships with staff, other organizations, and the public.
Follows all safety rules and procedures for work areas; maintains work areas in a clean and orderly manner.
