HOW YOU'LL CONTRIBUTE

As a Construction Inspector II with the City of Moline, you'll support the successful delivery of municipal public works projects by applying your technical expertise in surveying, drafting, data collection, material testing, and construction observation. You'll prepare plans, specifications, cost estimates, and reports; collect and analyze field data; and identify and document any deviations from approved plans during construction. As a lead on survey crews and assigned projects, you'll coordinate work activities, guide technical staff, and collaborate with engineers, contractors, city departments, and the public to ensure projects are accurate, compliant, and completed to high standards in service of the Moline community.

ESSENTIAL

DUTIES
  • Perform surveying activities and collect accurate field data, including serving as lead on survey crews.
  • Prepare and draft plans, specifications, sketches, and technical drawings for municipal public works projects.
  • Provide construction observation to ensure work complies with approved plans, specifications, and standards.
  • Identify, document, and report deviations from approved engineering plans during construction.
  • Calculate quantities, reduce field notes, and prepare preliminary and detailed cost estimates.
  • Conduct and schedule testing of construction materials, both delivered and in place.
  • Utilize AutoCAD, GIS software, total station surveying equipment, and other technical tools to complete assigned work.
  • Prepare plats, legal descriptions, and other technical or legal documents as required.
  • Supervise and coordinate work of assigned technical staff on project-related tasks.
  • Conduct traffic engineering studies and assist with related data collection and analysis.
  • Maintain accurate project records, reports, and documentation.
  • Collaborate with engineers, contractors, city departments, property owners, and the public to support project delivery.
Additional Responsibilties
  • Assist with special engineering studies or pilot programs as assigned.
  • Provide technical support to other departments on public works-related initiatives.
  • Participate in training, safety meetings, and professional development activities.
  • Support emergency response and infrastructure assessments following severe weather or incidents.
  • Assist with updating standards, procedures, and technical documentation.
  • Serve as a point of contact for routine public inquiries related to assigned projects.
  • Support seasonal or workload-driven priorities across the Public Works Department
  • Other duties as assigned.
QUALIFICATIONS Knowledge, Skills, and Abilities
  • Understanding of civil engineering principles and practices related to municipal public works projects.
  • Familiarity with land surveying methods, construction standards, and engineering terminology.
  • Proficiency in preparing accurate technical drawings, plans, and specifications using AutoCAD and related tools.
  • Competence in performing engineering calculations, quantity takeoffs, and cost estimates.
  • Capability to operate surveying, GIS, drafting, and material testing equipment safely and accurately.
  • Capacity to recognize construction deviations and interpret engineering plans and specifications
  • Experience leading assigned projects or survey crews and coordinating the work of technical staff.
  • Effectiveness in communicating clearly and maintaining productive working relationships with coworkers, contractors, officials, and the public.
Education and Experience
  • High school diploma or GED equivalent, with demonstrated understanding of algebra and trigonometry.
  • Five (5) years of experience in municipal public works, engineering support, surveying, construction inspection, or a closely related field.
  • An equivalent combination of education, training, and experience that provides the knowledge, skills, and abilities required for the position may be considered.
Licenses and Certifications
  • Valid Illinois driver's license or equivalent.
  • Certification or licensure related to surveying, engineering technology, materials testing, or construction inspection (preferred, but not required).
