The CARB Industrial Strategies Division is launching two climate programs—California Corporate Greenhouse Gas (GHG) Reporting and Climate Related Financial Risk Disclosure—under Senate Bills 253 and 261. This role supports the development and implementation of regulations for the GHG reporting program.
Responsibilities- Conduct scientific and technical research that informs regulatory development, including scope 1, 2, and 3 GHG emissions reporting requirements.
- Analyze emissions data and evaluate methodologies used by companies and other reporting programs.
- Assist in drafting regulatory language, guidance materials, and supporting documentation for rule making packages.
- Support the organization of public workshops and stakeholder outreach, including preparing technical presentations and responding to public input.
- Help identify entities subject to reporting requirements and contribute to the development of datasets, communication strategies, and program guidance.
- Collaborate with other CARB teams, government agencies, external researchers, contractors, and stakeholders to ensure consistency and transparency in program implementation.
- Contribute to the development and implementation of GHG emissions and climate‑related risk disclosure programs pursuant to SB 253 and SB 261.
Meet the minimum qualifications as outlined in the Class Specification for the Air Pollution Specialist classification.
Desirable Qualifications- Knowledge of GHG emissions and corporate climate disclosure frameworks.
- Experience conducting technical research and analyzing environmental or regulatory data.
- Familiarity with regulatory development and rule making processes.
- Strong written and verbal communication skills, including technical writing and presentations.
- Ability to manage multiple tasks, prioritize deadlines, and work collaboratively in teams.
- Proficiency with data tools for organizing and analyzing datasets.
