ABOUT THE DEPARTMENT

The Assessor prepares the yearly assessment roll, which reflects the taxable values of land, improvements, and personal property. The roll also indicates the current status of ownership, the owner's mailing address, and the existence of any exemptions. To prepare the roll, the Assessor must discover, classify, and appraise all locally assessable property according to constitutional, statutory, and administrative requirements.

ABOUT THE POSITION

Under general direction, to perform difficult technical valuation work in the appraisal of real properties for ad valorem tax purposes or audit appraisal work appraising business personal property and fixtures for ad valorem tax assessment purposes; and to direct and supervise the work of a group of subordinate level property appraisers or auditor appraisers; and to perform related work as required.

CHARACTERISTICS

Incumbents in this class report to the Deputy Assessor-Recorder, Valuation and are responsible for directing the work and supervising the appraisal staff in either Real Property Assessments – Residential or Rural or supervising and directing the professional audit-appraisal staff within the Business Property Section as well as performing the most complex audit-appraisal duties.

IDEAL CANDIDATE

The ideal candidate will possess an Advanced Appraisal Certificate issued from the California State Board of Equalization.

FOR REAL PROPERTY

Plan, organize, direct, supervise, and participate in the work with a group of appraisers engaged in the appraisal of rural, residential, commercial, and industrial properties; appraise the most complex residential, rural, commercial, and industrial properties; explain the appraisal procedures and policies to taxpayers and other interested groups; collect and analyze lease and rental data; inspect, measure and classify structures to determine values;

inspect land and improvement changes to determine effect on value; estimate replacement costs, obsolescence, construction costs, resale value and other pertinent factors by obtaining information from interviews with owners, contractors, real estate agents, and others; combine various elements affecting land values and exercise judgments; prepare oral and written reports and edit reports of staff making recommendations; prepare cases and present testimony before appeals board and other hearing bodies;

explain the processing of values, value entry, corrections, and other resulting documentation to subordinates, support staff, and the taxpayer; supervise, train and evaluate subordinates; analyze, interpret and advise Assessor-Recorder and Deputy Assessor-Recorder, Valuation on new legislation and various real property tax and real estate laws and regulations; assist the Assessor-Recorder and Deputy Assessor-Recorder, Valuation in formulating property appraisal policies.
