Job Description And DutiesThe Nurse Surveyor Supervisor I (NSS I) within the Field Operations Training Section provides first-level supervision to out-stationed Nurse Surveyor-Specialty Trainers (NS-Specialty Trainers). The NSS I oversees in-person/virtual/hybrid/field training to educate new and existing field staff in enforcement of licensing and certification standards for health care facilities in accordance with State, Federal, and local laws and regulations. The NSS I directs training on new technology, oversees special training projects and events as directed by CHCQ leadership, reviews statewide training material, and makes recommendations to facilities based on reports, surveys, and correspondence.
The NSS I communicates with the public, CHCQ leadership, and field District Offices on policy and procedures, and partners with policy on updates as needed. The NSS I works with program personnel to assure quality work and performance to fulfill the department’s mission.
The incumbent works under the direction of the Field Operations Training Section Chief, Nurse Surveyor Manager (NSM).
Travel is required, up to 25% with overnight stays.
- Recruitment and Retention Differential of $200 per month.
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- 3-5 years in healthcare quality assurance or regulatory compliance, with supervisory and multi-specialty surveyor experience (CMS QSEP preferred) and successfully passed the SMQT.
- Expertise in Federal/State regulation and survey/complaint investigation, including the ability to interpret and apply compliance standards.
- Proven leadership in training development and strategic planning, strong communication and cultural competence, adaptability, and analytical skills.

Eligibility InformationIf you are new to California State Service, you must take and pass the examination for this classification to be eligible for hire. Current state employees without transfer or list eligibility must also complete and pass the examination for this classification to qualify for this position.
Telework InformationThis position may be eligible for telework. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of California may be interviewed; however, the selected candidate must have a primary residency in California prior to appointment and maintain residency as a condition of employment.
Failure to meet this requirement may result in the job offer being rescinded.
Travel may be required for this position. Reimbursement for travel takes into consideration an employee’s designated headquarters and is subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office are the responsibility of the selected candidate.
