. Under general direction, the Compost Facility Supervisor oversees the day‑to‑day operations of the Inland Empire Regional Composting Facility. This position plans, schedules, assigns, and inspects the work of skilled and journey‑level staff engaged in compost manufacturing and the operation, maintenance, and monitoring of facility structures, equipment, and systems. This role provides hands‑on leadership to ensure safe, compliant, and cost‑effective operations while producing a high‑quality compost product.

TRAINING

AND EXPERIENCE

A typical way of obtaining the knowledge, skills and abilities is graduation from high school or GED equivalent; a substantial amount of course work in civil, industrial, sanitary, environmental or chemical engineering, environmental sciences or related fields; and five years of progressively responsible experience in the operations of a composting facility, wastewater treatment plant, solid waste treatment or similar facility and with at least three years experience in a management or supervisory capacity.

Experience in the installation, maintenance and repair of mechanical and/or electrical and electronic systems, equipment and machinery commonly associated with a large production operation; or any equivalent combination of training and experience. College‑level or advanced technical training in equipment/facilities maintenance is highly desirable.

LICENSES; CERTIFICATES; SPECIAL REQUIREMENTS

A valid Class C California driver’s license and the ability to maintain insurability under the Agency’s vehicle insurance program. Some employees in this classification may be required to obtain a Class A California driver’s license and/or attainment of a valid Forklift Operator Certification within 12 months of appointment.

A CWEA Maintenance Technician Grade IV Certification is desirable.

A Grade III or higher wastewater certification is desirable.

SKILLS AND ABILITIES
  • Knowledge of methods, tools, and equipment used in the operation, maintenance, and repair of mechanical, electrical, electronic, and process systems common to a large composting facility, including safe work practices and applicable regulations.
  • Ability to plan, organize, assign, supervise, and evaluate the work of staff; motivate and develop employees through effective training, coaching, and performance management in accordance with Agency policies and labor agreements.
  • Ability to analyze complex operational and maintenance issues, evaluate alternatives, exercise sound judgment, and implement effective solutions to support facility goals and operational efficiency.
  • Ability to communicate clearly and effectively, prepare accurate reports and records, interpret drawings and manuals, and coordinate work activities with other departments, agencies, contractors, and stakeholders.
