Job Summary
Under the general direction of the Cal OES Financial Services Staff Services Manager II, the Supervisor I has directive over and is responsible for the management, oversight, and direction of fiscal operations for the California Specialized Training Institute (CSTI). The incumbent plans, organizes, and manages budgetary, accounting, and grant-related activities; ensures compliance with state and federal fiscal requirements; provides managerial oversight of staff;
and serves as the primary fiscal advisor to CSTI program leadership. The position exercises independent judgment on fiscal matters with significant financial and operational impact.

The California Governor’s Office of Emergency Services (Cal OES) is an emergency response, homeland security, and disaster recovery agency and as a result, is a dynamic and exciting place to work in a team-oriented environment. Cal OES provides training to enhance the understanding of emergency and incident management to all employees.
The Finance & Logistics Administration Directorate oversees sections managing Cal OES operations including budgeting, fiscal analysis, accounting, grants management, human resources, labor relations, staff recruitment, examinations, organization and professional development, disaster and internal logistics support. The Directorate is comprised of four sections:
Administrative Services, Human Resources, Grants Management and Logistics.
In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description.
Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

Desirable QualificationsIn addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Knowledge of California state budgeting, accounting, and fiscal control processes.
- Knowledge of state and federal grant administration requirements and compliance standards.
- Experience supervising professional fiscal or analytical staff.
- Ability to analyze complex fiscal data and develop recommendations with significant financial impact.
- Ability to communicate effectively with executive leadership, program managers, and external stakeholders.
- Ability to exercise independent judgment, manage competing priorities, and meet critical deadlines.
- Proficiency in fiscal systems, databases, and reporting tools used in state government operations.
