We seek qualified and passionate individuals to address housing, mental health, substance abuse, and related issues. DEPARTMENT AND POSITIONThe Department of Consumer and Business Affairs Office of Labor Equity Bureau seeks an emergency Chief, Consumer and Business Affairs Representative to lead programs addressing the homelessness crisis.
Under the emergency order, eligible applicants may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment. During this period, performance will be assessed on a 100% weighted evaluation. Successful candidates will be considered for permanent appointment to Chief, Consumer and Business Affairs Representative.
PROGRAM CHIEF - RESPONSIBILITIES- Program Development and Management: Develop and execute comprehensive programs and advocacy strategies focused on vulnerable workers and addressing business practices that violate worker rights; oversee implementation and evaluation; ensure programs address unique challenges of underserved populations and promote equitable outcomes.
- Team Leadership and Development: Provide strong leadership to a team of professionals, fostering a culture of excellence, collaboration, and a deep commitment to serving disadvantaged communities; recruit, train, and mentor staff; promote professional growth with emphasis on cultural competence and systemic barriers.
- Stakeholder Engagement and Community Partnerships: Collaborate with community partners to educate and create a culture of compliance surrounding worker protection laws; expand partnerships with internal and external agencies, state, other jurisdictions, philanthropy groups, nonprofits, industry representatives.
- Policy Advocacy and Systemic Change: Engage in MOUs and contracts to advance worker protections; provide expert guidance and policy recommendations; develop policies and procedures for investigations and research to resolve complex worker protection issues.
- OPTION 1: Three (3) years of experience at the level of an Administrative Services Manager I or higher, supervising staff assisting the public with consumer complaints, court procedures, dispute settlement or mediation issues.
- OPTION 2: Two (2) years as a Consumer and Business Affairs Specialist providing consultative services on consumer protection issues.
- OPTION 3: Five (5) years of paid or unpaid experience supervising others in developing and executing comprehensive programs, with at least one year responsible for program policy development and implementation.

SPECIAL REQUIREMENTS INFORMATIONAcceptable classes at the level of Administrative Services Manager I include, but are not limited to:
Consumer & Business Affairs Supervisor, Legislative Analyst, Health Program Analyst I.
A valid California Class C Driver License or ability to use alternative transportation to perform essential job functions.
PHYSICAL CLASSPhysical Class II – Light:
Administrative and clerical positions requiring light exertion, occasional light lifting to a 10‑pound limit, and some bending, stooping, or squatting.
