  • Provide for an appropriate, open, and fair solicitation process leading to a competitive selection process consistent with the objectives and policies of the agency owner, project, and public contracting laws.

  • In the contract execution phase, implements effective contract management practices and compliance, prepares and provides for the mitigation and settlement of changes and claims through the appropriate use of project correspondence, documentation practices, change management, and dispute resolution processes, and effective collaboration with program staff and owner contracting officials.

  • Performs reviews of project contract documents and establishes program guidelines, processes, and procedures by which contract management and compliance practices will be administered by the program team over the agency owner’s contracted parties.
