Overview

The LA County Board of Supervisors has declared a local state of emergency for homelessness. The Internal Services Department is seeking qualified candidates to fill an emergency ECC Manager (Administrative Manager 12, ISD) position to address issues such as housing, mental health, and substance use. Applicants may be hired for an initial period of up to 90 days with an opportunity for permanent employment.

Opportunity

The Equity in Countywide Contracting (ECC) Manager will serve as a central authority for contract management and e‑Procurement transformation within the ECC Office of Countywide Contracting. This role is responsible for shaping and overseeing the strategic direction, operational approach, and governance framework of ECC initiatives and their implementation and execution in the e‑Procurement system. The ECC Manager leads staff and daily operations, provides expert consultative services, and works with County departments, local government agencies, small businesses, and community‑based organizations to drive equitable contracting.

Responsibilities

Leads, plans, organizes, directs, and evaluates the work of professional staff (ECC Administrative Managers and staff) assigned to ECC operations, including rating performance, establishing goals and objectives, providing training and mentoring for performance improvement, as necessary.

Provides expertise and consultative services to internal and external stakeholders on strategic and systematic approaches in the development of service solicitations and contracts; recommends standardization of the County’s contracting processes to ensure best practices.

Directs the preparation of special projects and reports, institutionalizes the work of the ECC Motion and additional recommendations from the ECC Action Teams and Work groups, and provides technical assistance and capacity building programs targeting community‑based organizations, non‑profits, and small businesses.

Reviews all contract opportunities relevant to community‑based organizations, non‑profits, and diverse businesses, ensuring proper technical assistance, advertisements, and competition facilitation.

Consults and coordinates contracting efforts with technical or professional specialists, defining contract specifications and scope of work, and drafting contract specifications for services.

Develops technical assistance/training curriculum to support ECC initiatives and stakeholder recommendations.

Directs and participates in analyzing and conducting research on equity‑based Board Motions, drafting motion reports, and establishing guidelines for reporting Countywide contract progress and data.

Participates in multiple e‑Procurement transformation work streams (purchasing, contracts, payables, etc.) to ensure consistency across vision, strategy, policy, legal, practices, process, technology, and organization.

Assists with the design, service delivery models, and performance frameworks of e‑Procurement, ensuring business requirements are aligned and customer experiences are positive.

Develops and implements operating plans, data reporting structures, and KPIs to measure functional effectiveness of the e‑Procurement/Source‑to‑Pay system.

Minimum Requirements

Three years’ experience in managing or assisting in the management of an organization, including directing a budget, personnel, fiscal, and other administrative functions – OR –
Two years’ experience at the level of Administrative Manager 10, ISD or higher
.

Special Requirement Information: Experience at the level of LA County’s class of Administrative Manager 10, ISD is defined as assisting in the administration of a division by developing, implementing, and supervising various programs and activities.

License & Physical Class

License: A valid California Class C Driver License or the ability to use an alternative method of transportation when needed to carry out job‑related essential functions.

Physical Class: Includes administrative and clerical positions requiring light physical effort, occasional light lifting to a 10‑pound limit, and some bending, stooping, or squatting. Considerable ambulation may be involved.
