Position: FACILITIES MAINTENANCE CUSTODIAN
Location: California

DEFINITION

The Facilities Maintenance Custodian performs general labor, cleaning, and inspections required for the maintenance and upkeep of NCTD facilities. This is a bargained position represented by the International Association of Sheet Metal, Air, Rail, and Transportation workers (SMART) Union. In accordance with the collective bargaining agreement, the salary for this position is $20.69 per hour. This will increase to $21.31 per hour on July 1, 2026.

Able to perform routine custodial maintenance, cleaning, and grounds keeping in the Maintenance of Facilities Department, to include having the skill and ability to operate tools and equipment associated with these functions. May work independently or as a part of a team in assigned work areas.

Supervision Received and Exercised

The Facilities Maintenance Custodian works under the immediate supervision of the COASTER/SPRINTER Managers and/or Shift Supervisors. They have no direct supervisory responsibility. Further, this position is expected to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted.

Working Conditions

This position is required to work in all types of settings, including outdoors. The classification also works with various machinery and chemicals. Individuals in this position must be able to work safely to prevent on-the-job accidents and injuries, wear protective equipment including hearing protection, safety-toe boots, safety glasses and other Personal Protective Equipment items as assigned by NCTD. Business travel may be required periodically between District sites, governmental agencies, consultants’ facilities, and other locations as required.

Essential

Functions
  • Performs cleaning activities to buildings, sites, equipment, and assists Facilities Maintenance Technicians.
  • Performs cleaning duties in accordance with the District Cleaning Plan and cleaning industry standards for each facility to include offices, industrial buildings, buses, trains, coaches, and public transit centers/stations, including but are not limited to the following: spill cleanup, biohazard cleaning, debris removal, sweeping and scrubbing concrete and asphalt, all types of floor care, pressure washing, window cleaning, etc.
  • Moves and/or arranges furniture and equipment.
  • Loads and unloads supplies onto or from trucks.
  • Performs touch up and minor painting, removes graffiti.
  • Performs non-technical inspections on District buildings, and sites.
  • Organizes/maintains supplies and assists with proper care/storage of tools and equipment.
  • Perform other related duties as assigned.
Education/Experience
  • High School diploma or GED required. Technical school or apprenticeship program in related field is a plus.
  • One (1) year prior facility custodial experience preferred.
Certificates/Licenses
  • Possess and maintain a California driver’s license, Class C, with less than 6 points in the prior 36-month period and no DUI’s in the prior 7-year period.
  • Maintain compliance with the District’s policy regarding Conflict of Interest and Ethics.
  • Must be able to obtain and maintain annual access to Marine Corp Base Camp Pendleton.
  • Must be able to become RWP Qualified on NCTD owned railroad properties.
General Requirements
  • Ability to safely use a wide variety of equipment and machinery common to custodial services including stripping/buffing machines, vacuums, steam pressure washers, wet/dry shop vacuums, carpet extractors (bonnet, dry, hydro extraction) cleaning machines, raiding flooring cleaning machines, squeegees, brushes, etc.
  • Ability to safely use cleaning chemicals and understand their interactions, danger signs and disposal methods.
  • Knowledge of proper procedures for cleaning and maintaining a variety of floor surfaces including tile, carpet, concrete, laminate.
  • Ability to use proper PPE for hazards, including for cleaning areas with biohazards.
  • Ability to pass forklift driver training program.
  • Ability to drive and maneuver a trailer.
  • Ability to read and understand department memorandums, equipment user manuals, and signs in the work environment and respond accordingly.
