Job Overview

The Contracts Analyst provides analytical, technical, and administrative support for the Department’s procurement and contracting activities. Responsibilities include assisting with purchasing transactions, contract development, statements of work (SOW), compliance reviews, vendor coordination, and documentation required under California law and departmental policies, all under the guidance of the Information Technology Manager and Supervisors.

Responsibilities
  • Analyze purchase and contract data to support procurement decisions.
  • Assist in drafting and reviewing SOWs and solicitation documents.
  • Conduct compliance reviews and coordinate with vendors.
  • Maintain accurate contract documentation in accordance with State regulations.
  • Support the IT procurement team with electronic purchase order processing.
Working Conditions

Must be able to bend, reach, grasp, climb, squat, and lift up to 40 pounds continuously. Two‑part medical evaluation required.

Desirable Qualifications
  • Minimum of 2 years of California contract experience.
  • Experience performing analytical duties for IT goods and services contract procurements.
  • Experience developing and reviewing IT‑specific solicitation contract packages (e.g., CMAS, SLP).
  • Experience using systems to log and process IT purchase orders and contracts.
  • Experience collaborating with technical SMEs to define technical requirements and SOWs.
  • Proficiency with Microsoft Office and internet research.
  • Experience drafting and submitting purchase orders to the Simply.gov portal.
  • Strong interpersonal, analytical, and problem‑solving skills.
  • Integrity, sound judgment, and commitment to quality.
  • Adaptability, innovation, and strategic thinking.
  • Ability to work independently and as part of a team.
  • Follow established guidelines and procedures.
