Overview

We are seeking a highly skilled IT Project & Portfolio Manager to oversee and optimize the Infrastructure Branch’s project portfolio. In this leadership role, you will ensure all projects align with statewide and departmental standards, manage high-priority initiatives, and provide strategic oversight that drives efficiency, compliance, and results.

You’ll work closely with executives, branch leaders, and cross-functional teams to ensure projects are delivered on time, within scope, and with measurable benefits — while fostering a culture of collaboration and continuous improvement.

Responsibilities
  • Ensure Infrastructure Branch projects align with statewide and departmental project management standards.
  • Review project documentation, risk logs, schedules, and budgets for accuracy and completeness.
  • Conduct portfolio reviews, compliance checks, and risk assessments.
  • Prepare portfolio status updates and executive reports for senior leadership.
Project Leadership & Advisory
  • Serve as project manager for large, complex, and high-priority projects.
  • Oversee project scope, schedule, resources, risks, procurement, contracts, and deliverables.
  • Advise on project selection, prioritization, and resourcing.
  • Represent the Infrastructure Branch in governance meetings and escalate issues when necessary.
  • Develop and maintain portfolio management tools and dashboards.
  • Identify opportunities for process improvement and resource optimization.
  • Analyze project data to support decision-making and strategic planning.
Standards, Training & Best Practices
  • Apply recognized methodologies (e.g., PMBOK, Agile, Lean).
  • Develop and deliver training, templates, and guidance for project teams.
  • Mentor IT staff to promote professionalism, collaboration, and continuous improvement.
Strategic & Policy Contributions
  • Contribute to departmental project management policies and standards.
  • Advise on compliance, risk, and emerging technology impacts.
  • Collaborate with statewide control agencies and external partners as needed.
Desirable Qualifications
  • Experience leading large, complex IT projects and managing project portfolios.
  • Strong knowledge of portfolio and project management frameworks, tools, and reporting practices.
  • Proficiency in PMBOK, Agile, Lean, or similar methodologies.
  • Excellent leadership, communication, analytical, and stakeholder management skills.
  • Experience preparing executive-level reports and delivering presentations to leadership.
