Covered California has an exciting opportunity to join our new Digital Eligibility & Enrollment team as a Digital Experience Senior Analyst. In this role, you’ll help improve our online eligibility and enrollment self-service experience and shape how millions of Californians access quality health coverage.

This role is ideal for someone with strong experience analyzing user journeys, identifying opportunities to improve digital processes, and translating consumer feedback into actionable recommendations. We are seeking collaborative and solutions-oriented professionals who can review eligibility and enrollment processes, work with cross-functional teams, and support improvements that make our online portal easier to use and more accessible.

Qualifications We’re Looking For
  • Experience translating business goals and customer needs into clear digital experience strategies and actionable requirements to improve self-service user experiences.
  • Experience using KPIs, customer insights, and user feedback to identify problems, define success metrics, and support continuous improvement efforts.
  • Experience working collaboratively with policy, operations, customer service, UX/UI, technical teams, and leadership to improve digital services and workflows.
  • Strong verbal and written communication skills, including translating business needs into functional requirements and communicating with stakeholders.
  • Experience gathering, refining, and documenting program or product requirements for digital features or consumer-facing improvements.
  • Knowledge of human-centered design, iterative improvement methods, and supporting prioritization of enhancements across cross-functional teams.

  • Analyst II OR III - CalHR
