Employee Relations, Talent Manager, Regulatory Compliance Specialist
Arcosa Marine is searching for a HR Generalist to join our Caruthersville, MO Barge plant. In this role, you will be part of onboarding employees, administering HR policies and procedures, handling employee relations, and managing performance appraisal processes. The HR Generalist is also involved in benefits administration, workforce planning, and employee engagement initiatives. Additionally, they play a key role in promoting a positive workplace culture, ensuring compliance with labor laws, and providing support to both employees and management in various HR-related matters.
This role reports to the Plant HR Manager.

- Take charge of providing HR services and support to Arcosa managers, ensuring effective human resource management.
- Conduct training sessions and diligently investigate both informal and formal complaints, fostering a fair and inclusive workplace.
- Maintain accurate employee records, implementing robust data privacy and security processes.
- Serve as a central point for first-tier HR inquiries, spanning benefits programs, and policies, offering support in performance management, employee grievance escalation, policy interpretation, business event implementation, workforce balancing, and new employee orientation.
- Respond to employee and management queries regarding policies, processes, and other HR-related matters, adhering to prescribed responses.
- Implement and maintain departmental procedures, EEO/AA logs and reports, and personnel records, ensuring compliance.
- Enroll employees into programs and efficiently process new hire and benefit paperwork.
- Provide general administrative support for daily departmental operations and training programs.
- Take responsibility for new hire orientation and the record retention program, ensuring compliance with requirements.
- Process and track information in support of policies and benefits such as Leave of Absence, FMLA, Worker Compensation, and other leave issues.
- Oversee the maintenance of personnel files and records, ensuring compliance with retention requirements.
- Spearhead employee retention initiatives to foster a positive workplace culture.
- Potentially participate in confidential investigations of complex employee relations issues.
- Prepare and represent the organization at unemployment hearings when required.
- Fulfill additional duties as assigned, showcasing flexibility and adaptability in supporting overall plant operations.
- Bachelor’s Degree in Human Resources, Business Administration, Marketing or related field; or equivalent work experience.
- 2+ years of experience working in an HR environment, demonstrating a robust understanding of human resource practices.
- Capable of maintaining a high level of confidentiality, ensuring the accuracy and completeness of records.
- Proficient in Microsoft Office Suite, with a focus on Excel, PowerPoint, Word, Power
BI, and Outlook. - Familiarity with Ulti Pro, showcasing a strong understanding of HR management systems.
- Ability to effectively multi‑task in a fast‑paced work environment, demonstrating skill in assessing priorities.
- Excellent communication skills, including strong proofreading abilities and presentation skills.
- Full proficiency in English and Spanish is preferred.

- Work environment includes plant, warehouse, production and non‑production areas and plant grounds which operate 3 shifts and frequent weekend shifts
- This position may require work/maintenance coverage beyond the normal hours, shift, and on weekends/holidays
- Ability to tolerate both high and low temperatures, loud noises typical of a manufacturing plant.
