Location: CaliforniaAsst. Director of Payroll & Benefits Management
Works as a member of an agency team by promoting the mission and philosophy of EES while performing job functions and following EES’ Policies and Procedures. Supports the administration of various employee benefit plans such as life, health, dental and disability insurances, retirement plan, vacation, sick leave, leave of absence, unemployment, worker’s compensation and payroll. Supervises staff, completes and submits within required deadlines all state and federal mandated reports.
Ensures the completion and submission of required state and federal reports by assigned deadlines (examples: EEOC, Pay Data, 1095-C).
Duties and Responsibilities
Enrolls new employees in benefit, including retirement plans, administers changes and schedules benefits orientation.Processes status changes and reviews claims.Processes open enrollment benefit plan transfers, and ensures benefit invoices are paid.Provides vendors/agencies appropriate documentation for life, retirement, Workers Compensation, Children’s medical, Earnings Withholding Orders (EWO) and disability benefits claims.Processes and maintains payroll.Maintains expiration dates for required certifications/documents and retirement contributions. Reviews time submitted and communicates with supervisors regarding corrections or required documentation. Submits and records reimbursement documentation.Maintains vacation, personal and sick time accruals and usage by employees.Assists in preparing materials and in presenting benefit plan changes to employees.Maintains employee benefit files, personnel files and other records.Updates budget with current staff, vacancies, education, longevity and permits/certifications.Responsible to remain familiar with Employee Handbook and EES’ Policies and Procedures. Organizes the Employee Handbook annual update and reviews EES Policies and Procedures for applicable revisions to submit for approval.Updates personnel rosters for the CA Dept. of Education.Remains familiar with Federal and State Labor Laws, FMLA and PDL guidelines and EDD procedures.Remains compliant with Health Care Reform and minimum wage requirements.Prepares for and participates in various annual audits performed by outside agencies.Attends various webinars and in‑person meetings to maintain knowledge of current rules, regulations and laws applicable to California employers.Processes employment verifications, reference inquiries and terminations.Records outside teacher substitute agency utilizations and voucher payment monthly.Acquires and distributes required postings to all EES locations.Creates and logs employee badges.Collects and logs all performance appraisals.Submits monthly Benefit and Payroll report to President and CEO.Qualifications

Education & Experience
High school diploma or general education degree (GED); or two to four years related experience and/or training; or equivalent combination of education and experience.
Certifications & Licenses
Fingerprint Clearance, FBI and Child Abuse Index complete and pass physical, negative TB test, annual proof of influenza vaccine (or a statement declining), proof of pertussis and measles immunizations, valid driver’s license and proof of current insurance if driving on behalf of EES, complete and pass CDSS Mandated Reporter Certification, meet staffing qualifications and operational regulations adopted by both Community Care Licensing and California Department of Education.
