health care facilities in california are licensed, regulated, inspected, and/or certified by a number of public and private agencies at the state and federal levels, including the cdph center for health care quality (chcq) and the u.s. Department of health and human services’ centers for medicare and medicaid services (cms). Chcq is responsible for ensuring health care facilities comply with state laws and regulations.

In addition, chcq cooperates with cms to ensure that facilities accepting medicare and medi-cal (in california, medicaid is referred to as medi-cal) payments meet federal requirements. Chcq also oversees the certification of nurse assistants, home health aides, hemodialysis technicians, and the licensing of nursing home administrators.

• this is a statewide recruitment. The incumbent will be headquartered in the county nearest the residence of the selected candidate. The counties are: butte, contra costa, fresno, kern, orange, riverside, sacramento, san bernardino, san diego, san francisco, san joaquin, santa clara, sonoma, ventura counties.

this position supports the california department of public health’s (cdph) mission and strategic plan. Under general supervision of the supervisor i (s i), the analyst i (a i), individually or as a part of team, performs health facility surveys and investigations of average complexity to determine the health care facilities’ compliance with state and federal licensing and certification requirements for the life safety code section (lsc), licensing and certification, department of public health.

The incumbent evaluates and inspects fire alarm, automatic sprinkler, and emergency power systems and the physical structure, operation, construction and environmental conditions of the health facility, to determine compliance with the national fire protection association (nfpa) codes, and other state and federal codes required for participation in the medicare and medi-cal programs. The incumbent communicates, and interacts with facility staff during the survey process and prepares comprehensive written reports of survey findings including conclusions and recommendations for supervisor review.

As directed, incumbent prepares statement of deficiencies (citations). 85% travel is required.

This position is subject to plp 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through june 2027.
