Overview

January 15, 2026, at 12:30 p.m., (PT). This opportunity remains open until needs of the services are met and is subject to closure without prior notice. This is an OPEN COMPETITIVE - EMERGENCY examination for the position of Patient Relations Representative with the Los Angeles County Department of Health Services, Community Programs - Office of Diversion and Reentry.

The Department is seeking qualified candidates to fill emergency Patient Relations Representative vacancies related to homelessness support services. Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment. Those who pass an assessment will be considered for permanent appointment.

Responsibilities
  • Assess and resolve complex patient issues related to primary care linkage, eligibility, billing for services, and managed care plan assignment.
  • Research errors and patient issues and take appropriate action to satisfy needs by responding to member questions.
  • Assist health care plan members in interactions with medical providers, administrative personnel, and third-party payers.
  • Serve as liaison between patients, medical personnel, managed care plans, insurers, case managers, utilization review personnel, and Medi-Cal eligibility workers.
  • Listen, identify, and recommend health options and services; obtain demographic, financial, and insurance information; provide forms and complete paperwork for requested services.
  • Research grievances with hospital administration, physicians, nurses, and other staff; refer inquiries as needed.
  • Enroll, disenroll, or transfer members; schedule patient visits and coordinate provider schedules; maintain appointment templates for clinic providers.
  • Supervise and review the work of lower-level personnel; provide technical assistance and training.
  • Answer and document calls from patients or providers; greet walk-in members with concerns about medical care issues.
  • Access patient information from plan systems and use computer systems to track and document complaints and outcomes.
  • Re-verify eligibility monthly, conduct patient outreach, explain coverage options, refer to member services as needed, and manage appointment cancellations.
  • Check-in patients for appointments, collect and retain insurance and patient identification records.
  • Manage/build provider and clinic templates and design change worksheets in collaboration with clinicians and Cerner (as applicable).
  • Apply rules and regulations of Medicare, Medicaid, Managed Care, and commercial payers related to referrals, authorizations, and certifications.
  • Perform general office duties including answering lines, appointment reminders, filing, scanning, and faxing.
  • Initiate and process applications for reduced no-cost/low-cost programs (e.g., Ability to Pay, Family PACT, etc.).
  • Prepare daily, weekly, and monthly patient service and activity reports for management review.
Minimum Requirements
  • Option I: Two (2) years of experience in the service of the County of Los Angeles as a Patient Resources Worker. Experience must have been gained while holding the payroll title of Patient Resources Worker to credit toward the Minimum Requirements.
  • Option II: Three (3) years of experience in a healthcare setting at the level of Patient Resources Worker, including identifying patients  financial resources to pay for medical/mental health care and services; assisting patients in medical benefits assignments; and completing standardized billing forms with responsibility for patient access-related work in Emergency Department/Urgent Care registration or other walk-in registration, admitting, financial screening, and eligibility verification, and scheduling areas.
  • Patient Access experience includes coverage verification & financial screening; ED/UC registration; patient relations; call center experience for scheduling; and related activities.
Licenses and

Physical Requirements
  • License: A valid California Class C Driver License or ability to use alternative transportation when needed.
  • Physical Class: II – Light (administrative/clerical duties with light lifting up to 10 pounds, occasional bending, and considerable ambulation).

  • Assessment Process:
    Before the end of the initial work period, performance will be evaluated; a passing score may lead to permanent appointment.
  • Eligibility Information:
