The LA County Department of Human Resources (DHR) has authorized Hiring as an Emergency under Civil Service Rule 13.04 in response to Assembly Bill (AB) 2561 (McKinnor), which requires the County to report on high vacancy rates and recruitment efforts. This action supports a Countywide strategy to address persistent staffing shortages that threaten the delivery of essential public services. We are looking for qualified and committed individuals to help strengthen the County workforce and ensure residents continue to receive critical support.

The Child Support Services Department is seeking qualified candidates to fill emergency Child Support Specialist III vacancies related to the effort to stabilize critical services and accelerate hiring in high-need areas.

Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.

Those who successfully pass the assessment will be considered for permanent appointment to Child Support Specialist III
.

Essential Job Functions
  • Acts as a lead performing intake, establishment, and enforcement functions.
  • Performs audits of case payments using various automated systems and other case financial records to establish actual welfare/non-welfare arrearages.
  • Identifies and corrects discrepancies, omissions of data found in automated systems to ensure monetary amounts assessed or credited to case participants are accurate.
  • Initiates actions to correct discrepancies noted in case audits and inputs corrective data into automated case management systems using State audit system calculations.
  • Researches Federal, State, and local laws, regulations, and policies to evaluate and determine training needs, consults with supervisory personnel, and makes recommendations to management concerning the need for new training programs or revisions to existing training programs to increase their effectiveness.
  • Participates in the design and delivery of training programs and in the selection of appropriate presentation media.
  • Creates draft child support program procedures and policies for electronic reference.
  • Monitors cases using California Department of Child Support Services compliance criteria.
  • Compiles mandated performance review reports for submission to State and Federal Child Support agencies.
  • Compiles and analyzes statistical data.
  • Develops and prepares reports to document program performance and productivity.
  • Identifies noncompliance issues, recommends corrective action, and monitors corrective actions.
Qualifications

REQUIREMENTS TO QUALIFY One year of experience at the level of Los Angeles County's class of Child Support Specialist II.*
