Will Consider Analyst I
Under the general direction of the Supervisor I, Contract Enforcement Unit, the incumbent independently monitors and enforces compliance with federal and state-funded construction contract requirements, including Commercially Useful Function (CUF), subcontracting participation, DVBE, Small Business (SB), and Prompt Payment requirements, in accordance with the Public Contract Code, Military and Veterans Code, FHWA regulations, and Caltrans Standard Specifications. Ensures subcontractors are paid timely in compliance with the Prompt Payment Act.
At project completion, incumbent reviews and verifies final utilization of listed subcontractors and certified firms. Upon reinstatement of the Disadvantaged Business Enterprise (DBE) Program, the incumbent will resume oversight and enforcement of DBE participation requirements.

Working ConditionsPosition is located at 723 D St Marysville, Yuba County.
Multiple positions may be filled from this recruitment.
The incumbent, when working at the base office site, will be in a climate-controlled environment with artificial lighting. Travel to various construction field offices in the North Region is required. The incumbent must be able to work cooperatively with all levels within the Department, and with individuals from other state agencies, contractors, and the public.
This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to report to worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed.
Business travel may be required, and reimbursement follows CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location are the responsibility of the selected candidate.
