Overview

Under general direction, assist with the administration, supervision and coordination of the planning division; assist in investigations and evaluations of the feasibility of economic development proposals; supervise and coordinate the work of assigned planning staff; personally perform the most difficult and complex special project assignments; coordination and administration of Advanced Planning (General and Specific Plans) and perform related work as required.

This is a single assistant executive classification. The responsibility of this position is the daily administration and coordination of the planning division including application processing, current and long range (General and Specific Plans), of the Department of Community and Economic Development.

This is an At-Will class under the direction of and serves at the pleasure of the Community and Economic Development Director.

Duties May Include
  • Assist with the general administration, coordination, and management of the planning division and funding of the department.
  • Provide supervision, training, and work evaluation for assigned staff; coordinate division functions.
  • Represent the department in Joint Powers Authorities, Special Districts, public and official contacts.
  • Develop and monitor application processing procedures; policy and ordinance development; and coordination and administration of Advanced Planning (General and Specific Plans).
  • Present staff reports before the Local Agency Formation Commission, Airport Land Use Commission (ALUC), Planning Commission, and Board of Supervisors; conduct complex studies and prepare reports and recommendations.
  • Act as coordinator for environmental review services to include documents prepared by the County.
  • Responsible for the administration of the planning division in the absence of the Director of the Community & Economic Development Department.
Essential Functions
  • Effective research, investigation and evaluation of economic development proposals.
  • Keep current on planning, zoning, and environmental codes, impact penalties, economic development, community interests and legislation; administer department budget, personnel, and programs.
  • Communicate effectively with others in person, in writing, and over the telephone.
  • Analyze data, interpret policies, procedures, regulations, and develop appropriate conclusions.
  • Maintain confidential information in accordance with legal standards and/or County regulations.
  • Represent County and Department with Community and other agencies.
  • Establish, implement, and achieve goals and objectives; train, evaluate, and supervise staff.
  • Frequent use of depth perception, peripheral vision and color perception.
  • Frequently lift, carry, reach, push, pull, twist and manipulate large and small objects.
  • Frequent use of hand-eye coordination and repetitive hand and arm motion.
  • Occasionally lift and carry up to 40 pounds;
    Normal dexterity, frequent holding and grasping.
  • Regular attendance is an essential function.
Knowledge of
  • Functions and responsibilities of a public planning agency.
  • Principles, methods and techniques of land use and environmental planning and zoning.
  • Socio-economic and environmental principles and their application to urban and rural development.
  • Successful economic redevelopment concepts and practices and affordable housing programs.
  • Research and statistical methodology as it applies to socio-economic and environmental data.
  • The State Planning and Zoning Law, Subdivision Map Act, California Environmental Quality Act (CEQA), pertinent County Ordinances and other State and County laws or regulations which affect planning.
  • Current trends in Federal, State and local planning.
  • Principles of budget preparation and expenditure control.
  • Public and business administration.
  • Principles of employee management, supervision, training, and work evaluation.
Ability To
  • Assist with planning, organizing, directing managing, and coordinating the functions and programs of the County Planning Department.
  • Provide direction, supervision, and training for assigned staff.
  • Develop a budget and control expenditures.
  • Review the work of Department staff and resolve problems.
  • Formulate, evaluate, and develop land use ordinances and zoning policies.
  • Oversee the development, maintenance, and preparation of Planning statistics, records and reports.
  • Effectively represent the County Planning Division in contacts with the public, community organizations, and other government agencies.
  • Establish and maintain cooperative working relationships.

Qualifications

Minimum Qualifications
  • Experience: Five (5) years of increasingly responsible professional experience in government planning and land use, including at least two (2) years in a supervisory capacity.
  • Education: Equivalent to graduation from an accredited four (4) year college or university preferably in planning, environmental studies, civil engineering, or a field closely related to planning and land use.…
