About the PositionThe City of Gilroy is seeking a qualified professional to serve as a part-time Environmental Programs Analyst
, working 25 hours per week. This position supports the City’s environmental compliance initiatives, including SB 1383 organics recycling requirements, Statewide Trash Amendments, and the Municipal Separate Storm Sewer System (MS4) permit.
Under general direction of the Environmental Programs Manager, the Environmental Programs Analyst performs professional duties such as conducting field inspections, monitoring compliance activities, maintaining program data and regulatory reporting, and supporting community outreach and education efforts. The role also involves coordination with regulatory agencies, contractors, consultants, and the public to help ensure the City meets state and federal environmental requirements.
This position offers valuable hands‑on experience supporting real municipal compliance programs from end to end. Responsibilities include field inspections, public communication, data tracking, and working directly with contractors and partner agencies. The selected candidate will gain practical knowledge of how state mandates translate into local requirements, budgets, deliverables, and documentation needed for audits and annual reporting.

- Knowledge of environmental programs, regulatory compliance, or sustainability initiatives.

- Attention to detail in data tracking, documentation, and reporting.

- Experience or familiarity with MS4 stormwater or SB 1383 programs (desirable).
- Intermediate Excel or database tracking skills.
- Initiative, reliability, and a commitment to public service and environmental stewardship.
- Implement standardized MS4 cost reporting and tracking to improve program documentation, budgeting transparency, and regulatory reporting readiness.
- Prepare program updates for the upcoming MS4 permit (anticipated Fall 2026), including coordination of data, documentation, and internal process improvements.
- Manage and update the Post Construction Requirements Program, including field verification, tracking and inspections, database updates, and compliance follow‑up.
- Support SB 1383 implementation efforts through outreach coordination, monitoring activities, data tracking, and compliance documentation.
