Job Description and DutiesThis position is located in the Regulations & Public Records Unit within the Office of Legal Affairs. The Office of Legal Affairs provides legal guidance, representation, and services designed to support the organization with decision-making and mitigation of legal risk. The Regulations & Public Records Unit coordinates all rule making activities across the organization, and provides legal, administrative, and logistical services to support regulations from inception to adoption.
The team within the Regulations & Public Records Unit is a dedicated group of professionals who value collaboration and creative solutions to complex issues. Under general supervision of the Supervisor I over the Regulations & Public Records Unit, Assistant Chief Counsel and the Chief Counsel, the Analyst II functions as a specialist in regulatory analysis and development. The Analyst II develops and coordinates sensitive and complex staff work relating to legislation, rule making, and policy for dissemination to Cal Recycle executive management, Cal Recycle administrative offices, external state agencies, the Legislature, the Governor’s Office, and the public.

This position may be eligible for hybrid telework under Government Code 14200 for eligible applicants residing in California, subject to telework eligibility criteria in the CalEPA telework policy. Employees not residing in California are not eligible for telework. Beginning July 1st, 2026, it is anticipated the position will be office-centered and employees will be expected to report to the office at least four days per week.
