HOUSING & COMMUNITY DEVELOPMENT SUPERVISOR-GRANT FUNDED POSITION

The Neighborhood Improvement Department, Housing and Community Development Division is seeking qualified applicants for a Housing & Community Development Supervisor. The Housing & Community Development Division is a divisional unit within the Neighborhood Improvement Department. The division is a multifunctional unit working with all aspects of the City’s block grant administration, housing and community development programs and activities.

This position serves as one of two supervisors within the Housing & Community Development Division and will assist in the management and administration of the City’s federal, state and local funded programs such as CDBG, HOME, SHIP and other related programs. The position will help develop strategy and policy in collaboration with the Housing & Community Development Manager; ensure appropriate housing program funds are utilized in accordance with regulations;

and ensure that operational procedures are developed, implemented and followed to maximize federal, state, local and other funds to meet the community’s housing and community development needs efficiently.

Essential Job Functions

Depending on area of assignment:

• Coordinates activities associated with program activities and projects.
• Prepares grantee performance reports for federal, state, local and other related entities, as required.
• Prepares and maintains administrative records and files; audits compliance with program regulations.
• Administers the Integrated Disbursement and Information System (IDIS), SHIP program tracking reports and other related reports as required by grantors.
• Analyzes and interprets federal, state, local and other regulations and makes program recommendations to management.
• Prepares applications for housing and community development program activities.
• Assists in the development of new housing programs and modifications of existing programs.
• Provides ongoing financial analysis for management review in light of budget control, regulations, policies and strategies.
• Analyzes financial reports related to programs, composes correspondence, memos and reports independently and researches a variety of regulatory policies and procedures for program compliance and special or periodic reports.
• Prepares and administers contractual agreements.
• Assists in the development and implementation of goals, objectives, policies and priorities.
• Assists in the preparation of annual applications to federal, state, local and other related programs, as required.
• Ensures program compliance with federal, state, local and other related regulations.
• Assists in the monitoring of outside agencies to ensure contract compliance, as required by federal, state, local or other grantors.
• Assists in the preparation and monitoring of departmental budgets and division workplans; provides budget recommendations.
• Provides assistance to other City departments and technical assistance to outside agencies on the implementation of programs and projects in compliance with federal regulations.
• Reviews requests for payments and monitors compliance with grant/loan terms and conditions.
• Provides staff support to the Citizens Advisory Committee for Community Development, SHIP Affordable Housing Advisory Committee and/or other appointed boards, as required.
• Makes presentations at public meetings to City Commission, advisory boards, other organizations and the general public.
• Promotes City’s programs to target groups and the general public.
• Supervises, plans and coordinates work of subordinates.
• Attends work on a continuous and regular basis.

Non-essential Job Functions

• Establishes and maintains liaison with local, state and federal officials in the housing and community development field.
• Prepares monthly computer-generated financial reports to monitor program allocations and contract expenditures.
