The California Air Resources Board’s (CARB) on‑road emissions inventory work is at the forefront of scientific development and analysis and supports a wide range of policies and regulations. The emissions inventories and supporting projects facilitate setting national and international standards and serve as the most cutting‑edge resource for information and methodology to understand the transportation sector’s impacts on emissions and air quality in California.
Under the direction of the Section Manager, the incumbent will design, conduct and monitor vehicle test programs and analyze emissions data, evaluate vehicle activity from available data sources, and analyze very large datasets to characterize California’s vehicle populations (including, but not limited to, DMV data). The primary focus is light‑duty on‑road emissions, but the position may also involve work on heavy‑duty vehicle and off‑road equipment emissions inventories.
The job duties require an understanding of vehicle emissions testing, data analysis from test programs, activity data, DMV registration data, databases, and programming using existing software packages.
The incumbent will provide support for future regulation development at CARB, produce documentation for CARB’s regulations, attainment plans, and other programs, and communicate results effectively to internal and external partners, including other CARB divisions, government agencies, policymakers, industry, environmental organizations, and the public.
Successful candidates will handle multiple dynamic short‑ and long‑term assignments from competing high‑priority and policy‑sensitive assignments with very tight deadlines.
Working ConditionsThis position may be eligible for hybrid in‑office work and in‑state telework. The amount of telework is at the agency’s discretion and is based on CARB’s current telework policy. Some in‑person attendance is also required. Employees not residing in California are not eligible for telework. All employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.
